to issue a Request for Quotation (RFQ) for the following items: Item
1: 1 ea. PI BCCD System consisting of 1340X400 pixel
backside-illuminated, thermoelectrically cooled scientific grade CCD
camera for spectroscopy. EEV 36 Grade 1 CCD; 20 micron X 20 micron
pixels, 7386-001 camera head, 7384-010 spectrometer mount, 7051-003
remote slit shutter. Roper Scientific Model No. SPEC-10 400B/TE; Item
2: 1 ea. PI Controller consisting of: Digital Camera Controller for
above camera system; supports binning and subregion readout modes; dual
16-bit 100 KHZ and 1 MHZ ADC; 7355-0003 camera controller; 7323-0002
PCI interface with 25' cable; 6050-0321 camera head cable 10'; ST-133
Dual 16/100; 16/1M Model No.; Roper Scientific Model No. ST-133 Dual
16. Item 3: 1 ea. PI Software consisting of: 4412-0049 win-spec
real-time spectroscopy software for above camera controller system. For
Windows NT, supports high speed DMA data collection, visual basic
programming capability, full featured help. Roper Scientific Model No.
WINSPECNT. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from Roper Scientific,3660 Quakerbridge Rd., Trenton, NJ 08619-0000
under an approved Justification citing the authority of 10 U.S.C. 2304
(c)(1) -- Only one responsible source and no other supplies or
services will satisfy agency requirements. The Justification for Sole
source is that the system is the only one available with large format
backside-illuminated CCD array to provide the high quantum efficiency
(>80% from 450 to 750 nm) needed for use as a Raman scattering
sensor array. The requirement of a large format sensor with a minimum
of 25 mm wide by 8 mm high is required for compatibility with a
government owned Kaiser Optical Systems Raman spectrograph. The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on July 14,2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
