Space Wing Small Business Office. The 45th Space Wing (45SW) is
conducting an A-76 Cost Comparison Study to merge Base Supply and
Transportation [also referred to as Logistics Operations (LOGOPS)
concept]. The scope of this effort spans all 45SW organizations to
include Patrick Air Force Base (PAFB), Cape Canaveral Air Force Station
(CCAFS), wing tenant organizations, Geographically Separated Units
(GSUs), Antigua Air Station, Ascension Air Station, and other mainland
customers. This cost comparison may or may not result in a contract
award. The LOGOPS concept integrates Standard Base Supply, Petroleum,
Oil, and Lubricant (POL) product support, Munitions, Combat Oriented
Supply Operations (COSO), Civil Engineering Material Acquisition,
Weapons Handling, Administrative Plant Clearance and Transportation
(excluding Vehicle Maintenance and Operations) processes to maximize
operating efficiencies. The organizational structure is flexible.
Commercial practices and Organization of International Standards (ISO)
concepts are encouraged and are to be embraced to the fullest extent
practicable. The offeror shall perform all defined Supply,
Transportation, and CE Material Acquisition functions and processes of
the LOGOPS activity as applicable and specified in the Performance
Work Statement (PWS). The offeror_s employee personnel shall maintain
proficiency and be able to carry out all responsibilities delineated in
this requirement. The LOGOPS offeror shall establish and operate a
Category I Standard Base Supply System (SBSS) organization to perform
all base-level supply functions and tasks required by AFMAN 23-110and
related compliance documents, as amended and as supplemented by
Headquarters Air Force Space Command (HQ AFSPC) and the 45SW. For this
acquisition the offeror shall: Receive, manage, store, issue,
distribute, and maintain accountable item records for materials,
equipment, munitions, weapons, and POL products; receive, disburse,
authorize, and arrange for the movement of personal property and
official passenger travel; prepare cargo for shipment by all modes of
transportation; and provide air terminal services and combat readiness
functions to authorized customers required by DODR 4500.9R, Pt 1 thru
4; DODR 4515.13R; AFI 24 Series and AMCI 24 Series and related
compliance documents. 45SW customers rely on this operation to meet
both day-to-day and contingency requirements. The offeror shall also
operate the supply portion of the Hazardous Material Pharmacy (HAZMART)
for the 45SW and tenant organizations, provide material control
services in support of the Range Technical Services Contract (RTSC),
and provide customer service and training. In addition, the offeror
shall provide required contingency and off-line support capability,
administration and management, quality control, training, housekeeping,
ground maintenance and minor maintenance of facilities. The offeror
shall receive, manage, store, issue, distribute for the CE material
acquisition function and tasks required by AFPAM 32-1004, Vol 4, AFPAM
32-1098 and related compliance documents as amended and as
supplemented by headquarters Air Force Space Command and 45SW. Federal
Acquisition Regulation 7.300, 52.207-2 (Notice of Cost Comparison
(Negotiated)) as supplemented and 52.207-3 (Right of First Refusal of
Employment) apply to this acquisition. Offerors shall furnish all
personnel, equipment, tools, materials, supervision, and other items
and services necessary to provide for complete management and operation
of the LOGOPS activity with the exception of property and services
specifically identified as Government furnished in Section III of the
LOGOPS PWS. The SIC code and size standard are 8744/$20M. The
anticipated performance period is 6 years (one-year basic contract plus
5 option years). The draft RFP is available on line at the web site
referenced above. Anticipated issue date of the solicitation is 18
August 2000; technical proposal and cost/price proposal due dates are
18 September 2000 and 30 October 2000 respectively. The government
reserves the right to cancel the solicitation with no obligation to the
