THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED Synopsis/RFO FOR 22,000 POUND LOAD FRAME MACHINE AND MULTI-STATION DIGITAL HYDRAULIC SERVO CONTROLLER SUPPLEMENTED WITH ADDITIONAL INFORMATION CONTAINED IN THIS NOTICE. Companies shall acknowledge all amendment(s) in their offer. This notice serves as the official amendment to the subject solicitation and a written amendment will not be issued. The purpose of this amendment is to answer questions submitted by a vendor. The due date for receipt of offers is not extended. Questions submitted by a vendor: Answers provided by the technical person Question #1)Please provide info on each existing test frame. Answer: 220,000 lb load frame : Shore Western part no. Answer: Yes Question #3a)Number of load cells for each system? Answer: 1 Questions #3b)Are they the same capacity of the load frame? Answer: Yes Questions #4)Number of extensometers per system? Answer: 0 Question 4a)If strain gages are used how many are mounted on each specimen? Answer: Not used for load frame control Questions #5)Any other transducers (temp etc.)? Answer: None to be aquired with equipment in this procurement Question #6)Does system control pump operation(start/stop)? Questions #10)Does any system have a three-stage servo-valve? Anwer: No On the bid spec, we have the following questions. Question: 1.1.4 The Dual Bridge load cells that we need to interface to. Please decribe the Manufacturer, Model and connector type on each load cell. Answer: 220,000 lb load frame: MTS model 661.31A-05, MS3102E14S-5P box mount connector each bridge 100,000 lb load frame: MTS model 661.23A-05, MS3102E14S-5P box mount connector each bridge 10,000 lb load frame: MTS model 661.20E-05, MS3102E14S-5P connector on pigtale. Question: 3.2.1 A 2.5 GPM two stage servovalve shall be mounted to the system hydraulic service manifold. The description above suggests only one valve but in 3.3.2 it says "Shut off valves located between the servovalves and the service manifold....This description suggests more than one. Please clarify if one or two valves are required from all vendors. Answer: The requirement is for a service manifold which can accomodate up to 2 servovalves. Only one servovalve (2.5 GPM) is to be installed. The other port is to accomodate the addition of a high flow rate valve should the need ever arise. There should be a valve in the system to select which servovalve path to use. Question: 7.1.1 NASA will be responsible for the installation and hook-upof all equipment. It is assumed that NASA is responsible for locating the delivered 22 kip frame in the lab and hooking it up to its existing HPS with the standard 20ft length hoses provided, and providing power to the electronics. Are longer hoses required? Answer: No Question: 4.3.2 and 4.3.3. By specifying computer controlled ranges (100% and 10%) it is assumed that NASA would like to perform tests over a wide range of the load cell (and LVDT) during a test. Since many suppliers (including MTS Testar IIS and Schenck 8400) now use digital signal processing (DSP) to provide NIST traceable accurate measurements without the need for multiple ranges. Could you please provide the range of loads that each of the existing and new load cells (ie 220,000lb, 100,000lb and 10,000lb and 22,000lb) must be required to measure with +/-1% of reading accuracy (ASTM E4 NIST traceable accuracy). For example if with your existing 220,000lb load cell we can provide you with NIST traceable +/-0.5% of reading accuracy from 220,000lb down to 2,200lb with 19 bit resolution over that range (multirange systems do not offer constant accuracy or resolution) does that meet the intent of your requirements. Answer:NASA requires the signal conditioning to be calibrated and 10% and 100% of full scale. The accuracy and bit resolution stated in the question meets the intent of our requirements. The following statements are somewhat contradictory. Question: 4.3.3 A minimum of two calibrated ranges for every transducer shall be traceable to NIST. A certificate shall be provided... 7.3.1 A minimum of two calibrated ranges for each transducer as an option (system load cell and LVDT). Is calibration an option or required? Do each of the existing dual bridge load cells need to be calibrated? Does each bridge of the existing dual bridge load cells need to be calibrated? Answer: Section 4.3.3 refers to the transducer CONDITIONER and refers to the 10% and 100% full scale calibrations mentioned above. Section 7.3.1 refers to calibration of the LVDT and load cell provided with the new load frame. We request that the vendor price an OPTION to perform LVDT and Load Cell calibration on the new system on-site after system installation and setup. Question: Many of the specifications in Section 4.2 describe in detail the MTS Testar II controller and 4 PC's which can control 4 test frames independently. Instron can quote a single box controller that can control 4 test frames or we can quote 4 separate controllers. Other than cost is there a purpose to having all the controllers in one box?
