1542. Estimated cost of construction is between $1,000,000.00 and
$5,000,000.00. Completion time is 365 calendar days. Work consists of
the replacement of the six dry coolers serving the three chillers at
the SATCOM facility at Fort Belvoir with three closed circuit cooling
towers (CCCT). All exterior electrical equipment will be specified as
type TEFC for weather and HEMP protected. The following are additional
requirements of the project: (a) The new CCCT's will utilize electric
motors and the existing hydraulics system will be removed. Other
electrical circuits and devices for the CCCT's will be minimized. (b)
The hydraulic motors for the five dry coolers serving the emergency
generators and the heat recovery system will be replaced with electric
motors. (c) A 500-gallon tank will be provided in the make-up water
system to allow for approximately one hour of operation in the event
the vase water system is taken out of service by a HEMP event.(d) All
penetrations of the HEMP shield will take place in PER-1. e) Chillers
C-2 and C-3 will be converted from R-11 to R-123. f) The controls for
all three chillers will be upgraded to minimize the time required to
restart a chiller in the event of a momentary power outage. g) The flow
switches on the primary chilled water pumps, secondary chilled water
pumps, condenser water pumps, primary heating water pumps, and
secondary heating water pumps will be replaced with pressure switches.
h) A water treatment system for the circulating water in the closed
circuit cooling towers is included. The project will be advertised as
a Request for Proposal (RFP). Competitive proposals will be evaluated
based on the evaluation criteria set forth in the solicitation package.
All responsible sources may submit a proposal, which shall be
considered for award of a Federal Contract. Subcontracting Goals are as
follows: Small Business (60%), Small Disadvantaged Business (15%),
Women-Owned Small Business (8%) and Hubzone (2%). In order to comply
wtih the Debt Collection Improvement Act of 1996, all contractors must
be registered in the Central Contractor Registration (CCR) to be
considered for award of a Federal Contract. The initial registration
