This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals (quotes) are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). It is reserved for small businesses. The Standard Industrial Size Standard (SIC) code is 7389, Business Services N.E.C., the size standard of which is $5 million average annual gross revenue for the last three (3) fiscal years. BACKGROUND The U.S. Department of Housing and Urban Development (HUD) is seeking the services of a firm to work with HUD staff as a consultant/project manager to renovate and transform the work place of the Buffalo, New York HUD Office. The firm will assume the role of a project manager to the agency to develop an office environment that increases opportunity for collaboration through teaming and positive encounters among employees, while meeting ergonomic, technological, environmental and architectural needs and allowing for ease of redesign when required through reorganizing and rightsizing. We are seeking a firm who has organizational analyses skills to gather information on space requirements, work processes, project objectives, has a broad knowledge and scope of furniture manufacturers and product lines to perform design and space planning to develop a flexible, and mobile office. The Buffalo Office is located at 465 Main Street, Lafayette Court, Buffalo, New York, 14203 and will require the redesign of approximately 25,000 sq. ft. of office space on the fifth floor. The contractor will be expected to attend meetings, make presentations and be readily available to meet with the customer, as needed, at the Buffalo office location. SCOPE OF SERVICES The contractor will be the project manager from the planning stage through construction of the project. Responsibilities include, but are not limited to:1. Performing the space programming including analyzing the work processes and client services of the Buffalo organization needed to create and design the "office space" to conform to HUD's vision and standards. 2) Identifying design principles for the project. 3) Providing conceptual design drawings based on personnel projections, adjacency requirements, information technologies, and filing and storage requirements. 4)Preparing preliminary construction cost estimate. 5)Identifying project issues to be solved during the design and construction process. 6)Developing design intent drawings and construction documents for the project. 7) Identifying appropriate furniture/products/color schemes to implement the design including the preparation of "Color Board". 8) Performing Construction Administration Services, including developing installation and move schedules; identifying and following-up on punch list items. NOTE: As built, AUTOCAD drawings documenting the present condition of the space will be provided. REFERENCES- PAST PERFORMANCE The firm shall submit resumes and a minimum of two references of related project management experience. The references shall include: customer's name, address, phone number, description of work, place and period of performance, project square footage size and contract amount. QUOTE The firm's quote for professional services shall be submitted in the form of an hourly rate for each professional type. Costs such as travel, postage, document reproduction and mileage shall be identified as a separate cost item. All other expenses shall be identified as a separate line item. ADDITIONAL INSTRUCTIONS In addition to references, the hourly rates, quotes should include the contractor's methodology (approach) to managing projects of this magnitude. This should be no more than five typed pages, exclusive of resumesof proposed key staff. WORK PERFORMANCE PERIOD The contractor's service will be expected to begin within two (2) weeks after contract award. Conceptual designs should be available for review by HUD within six (6) weeks. EVALUATION-COMMERCIAL ITEM The Government will award a contract resulting from the request for quote to the responsible offeror whose offer conforming to the request for quote will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offerors. 1) Technical Capability as evidenced by mini proposal and resumes of proposed professional staff, including possible oral presentations. 2)Price and 3)Past Performance as evidenced by references.
