The National Oceanic and Atmospheric Administration (NOAA) Forecast System Laboratory (FSL), has a requirement for construction of a wind profiler system. Construction must be completed no later than September 30, 2000 due to lease termination at the current site. Contractor shall provide all materials and work to be done on a one acre site near Neodesha, KS. Contractor shall provide all construction materials; grade the site for drainage and leveling; construct road with drainage; install 11 concrete footings and piers; install conduits and wiring for power and telephone, and other equipment; perform concrete strength testing; provide electrical work; install extensive lightning protection and grounding system with verified cad-weld joint integrity; install weed barrier, 8 foot chain link fence and gate; move support beams and twelve 40 foot long steel trusses from the old site and install, level, document and measure at new site; remove antenna ground screen system from old site, refurbish wood and install at new site; pack equipment shelter and move from old site on air-ride trailer, and install at new site; finish electrical installation; clean site and inspect with COTR; provide all testing documentation; perform deficiency correction; perform second site cleanup after Government testing. Interested sources must submit a written qualification statement along with the request for the bid package by July 10, 2000. Anticipated receipt of quotation date is August 1, 2000. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit and past performance being considered as well as price.
