of Naval Research (ONR) is in possession of a set of XF4 Flextensional
Acoustic Projectors which were manufactured by Raytheon following a
Lockheed Sanders design designated as the Mod 40. As a result, ONR
intends to solicit Raytheon Systems Co., Lockheed Martin Corp. and any
other interested parties in effecting the repair of three to five of
these units. The proposed effort is in two phases. In the first phase
the contractor will inspect the projectors to determine the cause of
the failure, the likelihood of repairability and to generate a quote
for affecting the repair of the units. The initial quote should be for
the price of conducting the inspection, determining the repairability
of the units and, if repairable, preparation of the repair proposal
only. If, based on the price quote and determination of repairability
provided to ONR some subset of the units can be repaired in a price
effective manner, ONR may subsequently authorize the Phase I awardee to
repair those subsets. The period of performance for Task 1 is three
months after contract award. The period of performance for the Task 2
will be dependent on the result of Task 1. The Standard Industrial
Classification code is 3699. Statement of Work: Task 1. The contractor
shall inspect the projectors to determine the extent of damage and to
determine the best approach to repairing any damage. As a minimum this
should include inspection of the interior to determine if there has
been damage from water intrusion potentially including arcing, corona
or corrosion of interior components or deterioration of the composite
shell. Results of the inspection should be used to generate a price
quote for effecting the repair of the units under Task 2. Task 2. The
contractor shall repair those flextensional projectors, which have been
identified as repairable in a price effective manner as determined from
the price quote in Task 1 and as specified by the Government. Conduct
in-house performance test (contractor acoustic facility). Provide two
weeks notice of testing to allow participation of Government observer
in acoustic tests. All responsible sources may submit a quote, which
shall be considered by ONR. Upon contract award of Task 1, the units to
be repaired will be shipped to the contractor from SSC/SD along with
the existing booting fixture. Evaluation of proposals will be based on
the following criteria: (1) demonstrated experience in the design and
manufacture of flextensional acoustic projectors: (2) proposed price
and (3) best value to the government. This announcement constitutes the
Request for Quotes in its entirety. Request for Quotes should be
