Services for Project #090-00Q, VBA, at the VA North TX Health Care
System Dallas Facility. Provide Architectural/Engineering Services for
Design Development of administrative office space to house veterans
assistance units, Veterans Benefits Administration (VBA), Blinded
Veterans Association (BVA), Disabled Veterans of America (DVA), VA
Police and associated support functions including entrance
lobby/concourse, corridors, public rest rooms and housekeeping aid
closet (HAC) within existing space located on the B wing, 1st floor of
Building 2. Location is adjacent to an area currently being designed
and constructed to house the new VA Canteen Retail store and mall
facility. Area to be renovated consists of approximately 15,408 gross
square feet. Work is intended to be accomplished in a two step process.
Step one consisting of a design development phase which will include
overall project conceptual design, systems and environmental
investigation, cost estimate, project floor plan layout for the
estimated 15,408 square feet and complete detailed construction
documents, cost estimate and construction period services for CBA and
Corridor areas only. The VBA area will consist of approximately 2652
gross square feet. Corridor areas will consist of approximately 2700
gross square feet. Accomplishment of step two will be at the option of
the VA. Optional step two will consist of all remaining work; detailed
design, construction document and construction period services, if
required. Fee proposal and negotiation will be requested, if step two
is utilized. Design work will include demolition of existing space and
will require Architectural, Industrial Hygiene, Fire & Safety, and MEP
design services. A/E will develop floor plan layouts based on user
input, acquired at scheduled development meetings, and adherence to
budget construction cost limitation. Over all project construction cost
limitation is between $500,000 and $1,000,000. VBA/Corridor
construction cost limitation is between $250,000 and $500,000. A/E will
provide detailed Fire and sprinkler system construction drawings which
when installed are fully certifiable under current NFPA, VA and City
of Dallas criteria. Fire sprinkler system must be fully compatible with
existing facility wide Cerberous Pyrotronics system. All HVAC systems
and controls must be compatible with existing Landis and Staffa
controls systems. Interface with these companies, to insure
compatibility, will be the responsibility of the A/E. All construction
is anticipated to be accomplished with VA in-house construction forces
(P&H). Design meetings will consist of an initial project kick off
meeting, for purposes of providing notice to proceed, project
delineation and user input. Preliminary design, consisting of floor
plan layout of entire area will be submitted within 45 calendar days.
Submission will be followed in approximately two weeks by a preliminary
design review meeting. 35% submission will be due 45 calendar days
later and will consist of complete plans and specifications required to
accomplish construction of the VBA and corridor areas. Submission will
be followed in approximately 2 weeks by a design review meeting. Final
submission shall be made within one week, reflecting comments and
corrections resulting from review. Design shall be completed within 90
calendar days, excluding government review time. All word processing
data shall be submitted in Microsoft Word. Plans are to be produced on
AutoCAD 14 for Windows NT. Specifications are to be produced in
Microsoft Word. Upon completion of the 35% Construction documents (100%
VBA and Corridors), 10 sets of blue line prints and unbound
specifications along with 1 (0ne) set of specifications on 3.5" disks
shall be provided. One (1) set of drawings shall be submitted on Mylar
and CD. Construction period services for step one will include
as-built drawings, 3 site visits and submittal reviews, if required. As
built drawings are to be provided on Mylar and CD. To be considered for
selection, A/E firms must meet minimum requirements before evaluation
criteria will be applied. Location of prime A/E and consultants
servicing offices within a 50mile radius of the VANTHCS is required. A
working knowledge of VA standards and specs are required. Hospital
experience required. Upon meeting the minimum requirements, A/E
selection will be based on the following criteria and maximum point
values are shown to reflect relative importance: 1) Past performance
which exhibits specialized experience in work to be performed, maximum
50 points; 2) Past performance which exhibits ability to design within
budgeted cost limitation and prepare accurate and highly detailed
construction cost estimates, max 50 points; 3) Professional
qualifications of staff and consultants, max 50 pts; 4) Past
performance and current work status which exhibits capacity to
accomplish work within the time allowed, A/E services will be completed
in 90 calendar days (exclusive of Government review time) max 40 pts;
5) Past performance and current methodology pertaining to quality
control methods used to ensure technical accuracy of work, max 40 pts;
6) Location of prime A/E and consultants, max 15 pts ; 7) Past
performance which demonstrates use of recovered materials and energy
efficiency, max 5 pts . In accordance with P.L. 600-656, this
acquisition is NOT restricted to small or emerging-small businesses.
Standard Industrial Code 8712, Architectural Services, applies to this
acquisition. While it does not apply to this acquisition, the small
business size determination is NTE $2.5 million in average annual
receipts over the preceding three fiscal years. A/E firms, which meet
the requirements of this announcement, are invited to submit (1)
Standard Form 254, Architect-Engineer and Related Services
Questionnaire, and (2) Standard Form 255, Architect-Engineer and
Related Services Questionnaire for Specific Project, IN TWO COPIES.
