Resources and Services Administration (HRSA) is soliciting proposals in
accordance with the Simplified Acquisitions Procedures in Part 13 of
the Federal Acquisition Regulations (FAR). The purpose of the
procurement is to provide technical assistance to the HIV/AIDS Bureau
in the development of communications/marketing strategies to support of
the Ryan White CARE Act, a Federal grant program that provides primary
care and support services to low-income, uninsured individuals and
families affected by HIV disease. The contractor shall be primarily
responsible for the development of products that support the agreed
upon strategies. These products include marketing/information
dissemination plans, major publications (newsletters, fact sheets,
policy papers) and communications products targeted at major
constituent groups. An historical and in-depth working knowledge of
CARE Act legislation and the reauthorization process is required. Also
required is knowledge of/familiarity with key HIV/AIDS policy issues,
CARE Act grantee communities, and HIV/AIDS constituents/partners at
the local, state and national levels. The period of performance is 6
months. Solicitation will be issued on or about July 6, 2000. The
