previously published in the Commerce Business Daily on 8 May 2000, is
hereby corrected to add numbered Note 26, revise the description, and
change the date the solicitation will be released and available through
the 2.0 Contracts Department home page. The Naval Air Warfare Center
Weapons Division, Point Mugu,CA intends to procure, on a competitive
basis, EA-6B, ICAP III Prowler Airborne Keyboards and Pointing Devices,
eighteen (18) ea. (10 non-flight certified and 8 flight certified),
with an option for a low rate initial production of 35 units.The EA-6B
Integrated Product Team (IPT) intends to purchase a total of 300
additional flight qualified production keyboards and pointing devices.
The Navy will decide on full production after the successful
completion of ICAP III milestone 3, scheduled in June 2003. The Navy
intends to contract on a sole source basis for the follow-on production
contract. This enhanced device is a Form and Fit direct replacement for
ORBIT Instruments Rugged Integrated Switch Panel #55990 and the
associated EA-6B 'Control Stick'. The Rugged Aircraft Integrated Switch
Panel shall have forty-three (43) encoded switches and an integrated
'Force-Stick' with three (3) control buttons. The integrated pointing
device is an Isometric Force-Stick based upon semiconductor strain
gauge technology with resistance to the movement of the Force-Stick. It
is a highly durable unit with a very low profile and small bezel not
greater than 7.7" x 5.8" x 1.5". The chassis fits between the mounting
fixture and the entire unit depth must be less than 6.5". I/O to the
panel is via a single MIL-C-38999 circular connector. The switches are
backlit and support NVIS Gen. II requirements. The switches require
approximately 35 +/-5 oz. actuation force to provide proper tactile
feel to in-flight operators wearing gloves. The Rugged Aircraft
Integrated Switch Panel will be highly reliable using switch technology
with its average switch life rated at approximately 30,000,000
operations anda calculated MTBF of greater than 100,000 hours. The
anticipated product life is greater than 10 years. The key tops
incorporate legends that shall be photoengraved on the underside of a
clear polycarbonate key top. The key tops will be frosted to provide an
anti-glare surface and the legends will have a green glow under low
ambient light conditions. Above the 'top row' of keyswitches, an
indicator marked 'Alpha Lock' will be illuminated when the 'Alpha Lock'
feature is selected. A 'PS/2' type serial I/O is incorporated into the
Rugged Aircraft Integrated Switch Panel. The 'Force-Stick' (mouse) and
keys utilize individual I/O's. Data and Power I/O will be via a
circular MIL-C-38999 connector mounted on the rear of the panel. Rugged
Aircraft Integrated Switch Panel required features include: 1)
Forty-Three (43) total KeySwitches/Buttons, 2) 40 Pushbutton
KeySwitches, 3) Integrated 'Force-Stick' with 3 Control Buttons (Keys),

utilizes 'China Hat' shape for ease of use with flight gloves, 8)
Switch backlighting, 9) Indicator for 'Alpha Lock' feature, 10)
Backlighting brightness 0.2 fc min./5.0 fc max. with NVIS, Type I,
Class B requirements of MIL-STD-85762A for nighttime operation, 11) 35
+/-5oz. Keyswitch Actuation Force w/Tactile Feel, 12) Photoengraved
legends under frosted Polycarbonate key tops, 13) Sealed against
moisture and dust, 14) 30 Million KeySwitch Actuation Life, 15) Small
Bezel Size 7.7" x 5.8" x 1.5" (Form/Fit replacement for existing
units), 16) PS/2 coded Serial I/O, 17) 'Rear Interface' has a
MIL-C-38999 Circular Connector for Data & Power I/O to system, 18) Low
power consumption (40watts @ + 5 VAC). Environmental Criteria: 1)
Operating temperature -35 C to +49 C (Ltd. Ops. to +71 C), 2) Storage
temperature -54 C to +85 C, 3) Humidity, MIL-STD-810C, 100%, 4)
Vibration, MIL-STD-810C, M514.2, Proc. 1A (w/exp), 5) Shock,
MIL-STD-810E, M516.4 (15 g operational), 6) Crash Safety, 30g (Fwd,
Aft, Vertical, Lateral), 7) Sand/Dust, MIL-STD-810E, 8) EMI/EMC,
MIL-STD-461D, 9) Altitude, Sea Level to 50,000 Ft. N/Operating, Sea
Level to 25,000 Ft. Operating, 10) Explosive Decompression,

responsible sources may submit a proposal which shall be considered by
the agency. The solicitation will be issued on or about 071700 and
