(FISC) Norfolk Detachment Philadelphia intends to modify contract
N00140-98-C-L316 with DynCorp Enterprise Management to obtain
additional ancillary services during the last two months of this fiscal
year to support the warehousing services and material management
functions of the Fleet Hospital Support Office in Williamsburg, VA.
Subject contract was awarded on 28 Jul 98 and services during the
current option period continue through 30 Sep 00. The contract provides
full warehousing and material management services for fleet hospital
functions. This modification will add the following quantities to
existing line items for ancillary services: 500 MTs material transfers
to Government end use activities, 278 MTs for building Fleet Hospital
augmentation blocks, 39 each non-SLEP ISO container downloads, and 200
each transfer of CESE vehicles and equipment. These minor quantity
increases are estimated to constitute less than 3% of the effort
involved in the current option year. These additional quantities are
required due to unforeseen needs for additional ancillary support
services to meet mission demands. FISC Norfolk Detachment Philadelphia
intends to negotiate on a sole source basis with DynCorp for this
requirement. This firm is considered the only source capable of
providing services which meet all of the Navy's requirements by 1 Aug
00 as they are the current warehousing contractor responsible for all
services within FHSO including the currently available quantities on
the ancillary service items in question. It would not be functionally
possible to segregate the additionally required quantities from the
delivery of the existing ancillary services. Interested parties may
identify their interest and prove their capability to respond to this
requirement for additional ancillary services. This notice of intent is
NOT a request for competitive proposals. However, all information
received within forty-five (45) days after date of this notice will be
considered by the Government. Information received as a result of this
notice of intent will be considered solely for the purpose of
determining whether to conduct a competitive procurement. A
determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for
