Armament Center, Eglin AFB FL, intends to solicit and award a
firm-fixed price contract for the procurement of a scanning electron
microscope (SEM). This award will be made under the Federal Acquisition
Regulation (FAR) part 12, Commercial Acquisitions and FAR part 13.5
Test Program for certain commercial items. This is notification of
intent to interested parties. The solicitation number for this
announcement is F08651-00-T-0121. A scanning electron microscope (SEM)
is needed by the Energetic Materials Branch of the Munitions
Directorate. The microscope must be state of the art computer
controlled system with the ability to manually override key operating
functions. Additionally, the microscope must be equipped with an Energy
Dispersive X-ray spectrometer (EDS) unit that is fully integrated into
the SEM system, be able to control the scanning of the electron beam,
and observe elements down to Boron. The system should also provide the
capability of observing samples up to 8" in diameter and 2" in
thickness over a range of discreet accelerating voltages between 300V
and 30kV under either high vacuum or low vacuum conditions.
Capabilities should include digital image acquisition, archival
software, X-ray mapping using the attached EDS unit, all pumping, and
associated computer equipment. Training for two personnel should be
included in the system package, along with all shipping/destination
charges. A closed loop water recirculator with a water-to-water heat
exchanger is currently available within the Energetic Materials Branch
and as such, does not need to be included in the package. The Standard
Industrial Classification Code (SIC Code) for this acquisition is 3826,
which has a small business size standard of 500 employees. The
Government reserves the right to make this a total small business
set-aside. Please indicate as to the size of your business in relation
to the small business size standard, and whether or not you are a
dealer or manufacturer. The following FAR clauses apply to this
