Naval Air Systems Command intends to issue a contract with Lockheed
Martin Corporation Federal Systems Owego Company (LMFS), 1801 State
Route 17C, Owego, New York, 13827 to integrate and install avionics
systems into four to nine government-furnished SH-60B aircraft in order
to convert them to the SH-60R configuration. The contract will
included: the manufacture, integration, and installation of the SH-60R
avionics systems; administrative, financial, and technical data;
special tooling and test equipment; sustaining engineering and software
support; spare and repair parts; support equipment; integrated
logistics support and analysis; technical publications; training and
training devices; phased support; maintenance requirements and
refurbishment of repairable malfunctioning equipment (repair of
repairables). LMFS will also conduct the non-recurring and recurring
engineering to rectify avionics system deficiencies identified during
Navy Test and Evaluation. LMFS is currently under contract with theNavy
to develop the SH-60R avionics systems, to provide avionics systems for
the SH-60R test article aircraft, and to provide avionics systems for
the first lot of SH-60R Low Rate Initial Production aircraft. Because
LMFS is the developer and integrator of all of the SH-60R avionics
functionality, they are the only known source with the expertise,
technical data, equipment, and experienced personnel necessary to
