Technology, Integrated Business Systems Solutions (IBSS), is making a
major transformation from its current "stove-pipe" functional
solutions to enterprise-wide solutions to maximize the value obtained
from its information technology investment. The intent of this
solicitation is to prequalify sources to enter into ordering agreements
to compete, at later dates, for the award of either Firm Fixed Price
(FFP) or Time & Material (T&M) task orders for systems design,
development, implementation, and maintenance of IT business solutions
for various postal business units. The ultimate objective is to enable
the IBSS to meet its customer expectations the first time, and every
time, via maximization of the value obtained for US Postal Service
information technology investments. Obtaining quality suppliers with
proven systems development methodologies and expertise in developing
effective business solutions will allow IBSS to provide a variety of
contract vehicles to manage all efforts related to its customers. The
proposed ordering agreements will create an extension of the current
USPS internal resources to provide a broader business knowledge, to
secure complementary knowledge and skills, and to improve response to
customers' business needs. The value-added focus of the ordering
agreements will be based upon the following principles: Quality and
predictable results by establishing ordering agreements with Software
Engineering Institute -- Capability Maturity Model Level 2 suppliers.
In-depth knowledge of, and participation in, cradle to grave systems
development. Creation of mutually beneficial agreements which will
result in improvements in the USPS's competitive advantage. Positioning
of IBSS as a provider of various contract vehicles from which internal
customers can efficiently and effectively engage quality suppliers
with proven systems development capabilities. Complete solicitation is
