The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. No solicitation will be issued. The Defense Threat Reduction Agency (DTRA) has a requirement for Continued Critical Scientific Engineering and Technical Assistance for TRAC Intelligence Panel Activities. RDA Logicon is currently performing the services under DTRA Contract Number DNA001-93-C-0138 and is the only company capable of providing this short term follow-on requirement. The period of performance is from 1 July -- 30 Sept 00. Firms wishing to be considered for this effort must furnish clear and convincing documentation of their qualifications and/or capabilities to provide said services. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no affirmative written replies are received within a ten (10) day period of the posting of this publication, an award will be issued to RDA. A determination by the Government to not conduct this effort as a full and open competition procurement, based upon responses to this notice, is solely within the discretion of the Government.
