combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This notice constitutes
the only solicitation; Quotations (RFQ) are being requested and a
written solicitation will not be issued. This solicitation is being
issed as Request for Quotation number NIDA-00-LWJ-001.The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular number 97-15. SIC Code 3826 and
the size standard is 500 employees. Contractor to provide the following
items: (1) 1 each of [11C] methylation base module-without Mel
production unit-with F-reactor setup; Background and Salient
Characteristics: PEEK column for purification of [11C]CH3], Heated PEEK
column with temperature control on the range 30 degree to 250 degree C
for the production of [11C]CH3Tf, 2 heated and cooled reactors with
temperature control in the range -100 degree to 200 degree C, one of
methylation reaction, seconf for F-reactions, collection vial (lead
shielded) for 18f enriched H2 18O from the target, collection vial for
H2 18O, supply vials for other required synthesis reagents,
radioactivity detector to control activity in reactor, vials and valves
for automatic supply of substances for the reaction, cooling trap to
freeze volatile radioactive substances from the exhaust air of the
reactors, electronics for automatic control of module, control program
for process computer (2) 1 each Solid phase extraction unit;
background and and salient characteristics; collection vial with
magnetic stirrer for the HPLC purified product, supply vials and
valves, collection vial for the formulated product with switched light
for optical quality control, magnetic stirrer for collection vial,
radioactivity detector to determine the activity of the product, valve
with holder for sterile removal of [11C] methylation product, all
products integrated in base module of item 1, fully automatic control,
integrated in control program for item 1 (3) Initial equipment;
background and salient characteristics; 4 PEEK columns for the
synthesis of [11C]CH3] or [11C]CH3Tf, 1 package of C18 cartridges, 1
package sterile filters, 1 cooling trap, 1 set supply vials and
fittings, 1 set o-rings (4) Installation and introduction; installation
of complete module, Introduction, Attendance during the first
syntheses. The evaluation of quotes and the determionation as to
eqquality of the product shall be the responsibility of the Government
and shall be based on information provided by the vendors. The
Government is not responsible for locating or securing any information
which is not identified in the quotation and reasonable to the
purchasing activity. To insure that sufficient information is available
the vendor must furnish as part of their quote all descriptive material
necessary for the purchasing activity to determine whether the products
meet all salient characteristics of this requirement. The Government
will award to the responsible offeror whose offer conforms to this
solicitation and will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers, the ability to meet the technical requirements, past
performance, and price. Technically acceptable proposal must show that
the offeror can meet the requirements of the Government. Items are to
be quoted FOB Destination and delivery chall be made to: NIH-NIDA,
5500 Nathan Shock Drive, Bldg. C Rm. 130, Baltimore, MD 21224. The
following FAR provisions and clauses apply to this solicitation:
52.212-1 Instructions to Offerors-Commercial, 52.212-3 Representations
and Certifications- Commercial Items, 52.214-4 Contract Terms and
Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions
including clauses incorporated by refernce under section (b); This
procurement is 100% small business set-aside and will follow simplified
acquisition procedures in FAR Part 13. All quotes shall be receivedby
the Contracting Officer at the above address by July 10, 2000 at 4:00
P.M. local time. Faxed quotes will be accepted at 410-550-3146. All
