Army Research Laboratory (ARL) plans to award a three-year basic
effort with two one-year optional efforts for technical and
administrative support services in support of AGED. The contractor
shall provide technical (scientific and economic) assessments of
government, industrial and academic programs; and
management/administrative recommendations for efforts related to the
specific field of electronics in support of the Department of Defense
(DoD) Advisory Group on Electron Devices (AGED); the AGED Executive
Director; the Defense S&T Reliance; the Defense Technology Area Plan
(DTAP) Panels; the Technology Area Review and Assessment (TARA) Team
for Electronics; and the related Technology Panel for Electron Devices
(TPED). The function of AGED is to provide technical assessment and
recommendations to assist DoD, the Military Departments, and NASA in
planning and recommending adequate and economical electron device
research and development programs. The AGED and its three working
groups are composed of Government employees and DoD consultants from
industry and academia. The Defense S&T Reliance coordinates and manages
Tri-Service sponsored work in microelectronics, RF components,
electro-optical devices, electronic materials and electronic
integration technology. The Defense S&T Reliance requires close
coordination with AGED. The contractor will be responsible for
providing AGED with staffing services, facilities to perform
assessments, functions and more specifically tasks associated with DoD
Instruction 5129.39. This shall include but is not limited to the
following: 1) Conduct technical studies and analyses concerning
electron device research and development; 2) summarize and document
recent published reports related to electron devices; 3) conduct and
document special AGED surveys required by the AGED Executive Director;
4) review and prepare written summaries of Active DoD in-house
programs that may include funded and unfunded, DoD workpackages on
electron devices; 5) plan for and organize meetings, provide meeting
sites, prepare agendas, administer and document meetings of the AGED;
6) provide cleared personnel with final secret clearances and the
capability to generate, receive, handle, process, distribute and store
classified information, both in paper and in electronic media, up to
and including the SECRET level; 7) develop and maintain an internet web
page for distribution and collection of information; 8) create and
maintain a data base sufficient to permit evaluation of the Tri-Service
electron device program in terms of content, emphasis, balance, and
realism of goals by the AGED; 9) maintain a government owned data base
of all information received by the AGED concerning relevant foreign
research and development in electron devices; 10) support the
maintenance of a corporate memory by maintaining a government owned
existing database to perform historical analyses of DoD sponsored
electron device programs; 11) maintain facilities within a 25-mile
radius of Arlington VA, which are easily accessible by the Washington
D.C. Metropolitan Public Transport System (Metro-subway). The
contractor's management structure shall be capable of responding to the
flexible nature of the requirements of DoD Instruction 5129.39.
Contractor support personnel assigned to the AGED Main Group, to each
of the AGED Working Groups, to the TPED Working Group; and to the
Defense S&T Reliance must be familiar with electron device research and
development programs in order to provide the required support services.
The contractor is responsible for a wide range of documentation that
comprises a normal part of the day-to-day functions of AGED and the
Defense S&T Reliance. The contractor shall plan for meetings and
support the topics to be discussed or presented at these meetings based
on the input from the services and other government agencies. The
contractor shall document the meetings of the AGED Working Groups, AGED
Main Group, TPED and Defense S&T Reliance. The contractor will be
required to hold a SECRETCLEARANCE in order to prepare and process
agendas and reports, review and assess documents and conduct meetings.
The contractor must be available to accomplish each of the tasks and
to provide the degree of technical knowledge to respond to the changing
nature of this program. The contractor will be required to plan
meetings that will be held within 25 miles of Arlington, VA, and shall
maintain facilities that are easily accessible via the metro. In the
event that an issue arises that cannot suffer a delayed response, the
contractor will be required to conduct a poll to coordinate participant
comments/votes on specific program/problems. The Standard Industrial
Classification (SIC) Code for this acquisition is 7375 -- Information
