Administration (SAMHSA), Office of Managed Care (OMC) through the
Program Support Center, Division of Acquisition Management, ADP
Acquisition Branch knows of one source, Howard Dichter, M.D., capable
of continuing the assessment of the usefulness of an early warning
performance monitoring system (EWS) to identify problems in managed
care programs for public mental health and addiction services. The
major tasks involved includes the following: 1) complete pilot testing
and support transition of EWS monitoring system administration to
Pennsylvania state officials; 2) replication of an EWS model in Vermont
program with a different service design and 3) producing a final report
that is an instructive guide on development of EWS performance
measures. The period of performance shall be 18 months after the date
of award. This proposed acquisition is a follow-on to a previous
contract completed by Dr. Dichter. Howard Dichter, M.D. has
demonstrated past expertise in the development and pilot testing of
medicaid managed care early warning systems designed to rapidly
identify systematic problems during the implementation and/or renewal
of Medicaid waiver programs, he has an in-depth knowledge of mental
health and substance abuse performance measurement, and extensive
practical experience applying MH/SA performance measures in public
managed behavioral healthcare systems and he has demonstrated
experience developing collaborative relationships with HCFA regional
and central office staff and State mental health and substance agencies
on quality improvement and performance measurement activities and
experience managing and evaluating managed behavioral health care
organizations; all of which are critical in the successful performance
of the proposed acquisition. This is not a formal solicitation for
proposals. However, firms having the ability to satisfy this
requirement must submit written notification that demonstrates their
ability to do so. If no affirmative responses are received within 15
days from the date of this synopsis, the Contracting Officer will
