The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a sole source Request for Proposal (RFP) for further additional development for the Laser Target Decoy System (LATADS). This effort will increase the option by 4000 hours, the period of performance will remain the same as on the base contract. The objective of this effort is to continue the development of the Laser Target Decoy System (LATADS). The contractor shall furnish, as required by the Scope of Work: support engineering data, test planning, engineering support for system development (including field tests, maintenance and engineering prototype evaluations) in support of this follow on LATADS development effort. A portion of the effort will also require the contractor to provide mockup warning receivers, laser heads and materials in support of field tests and the Vehicle Integrated Defense System Laboratory. Each task to be performed will be Work Directive driven. This will be acquired by a Cost-Plus-Fixed-Fee (CPFF) modification to Contract DAAE07-99-C-L071 with Raytheon Systems Company. The period of performance for this effort shall be completed by September 29, 2002. This requirement will be solicited by letter. Issuance of a formal solicitation is not anticipated. While this RFP is being issued on a sole source basis, any interested parties may request a copy of the letter RFP by sending an e-mail request to grayj@tacom.army.mil. All solicitations issued on or after 1 Apr 1999 require offerors to submit offers paperless: only electronic format will be accepted. Contractors will be required to submit their response in one of the following electronic mediums: via 100 megabyte Zip*-disk, e-mail, 3 inch disk or 650 megabyte CD ROM. Offers/bids are to be emailed to Offerors@tacom.army.mil. Do not email offers to the buyer. The subject line of the email submissions must read "Offer-DAAE07-00-R-L021 Closes 31 Jul 00". Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted.
