Bureau of Reclamation, is soliciting for professional services in the
areas of water resources and environmental planning. The services will
primarily be required for projects within the Mid-Pacific Region, but
may be used by the Denver Technical Services Center or any Regional
Office within the Bureau of Reclamation. The Government anticipates
awarding up to six indefinite delivery, indefinite quantity (IDIQ)
contracts for professional services related to water resources and
environmental planning including biochemistry, chemical analyses
quality assurance, cultural and archeological resources, economics,
environmental resources, ground water, hydrology, information
management, irrigation and drainage, irrigation suitability land
classification, land and recreation resources, land resource management
plans, Native Americans, oceanography, planning, public health
analysis, and public involvement/social analysis. Each contract will
include a one year base period and four one year option periods. Up to
two awards will be made on an unrestricted basis and each unrestricted
award will include a not-to-exceed amount of $6,000,000/contract
period. Up to two awards will be set aside for small business concerns
and each small business set aside award will include a not-to-exceed
amount of $4,000,000/contract period. Up to two awards will be set
aside for 8(a) business concerns and each 8(a) set aside award will
include a not-to-exceed amount of $4,000,000/contract period. Task
orders may be issued on a firm-fixed-price, cost reimbursement or time
and materials basis, at the discretion of the Government. A
preproposal conference will be scheduled and held at a date and time to
be determined. Technical proposals must be submitted and will be
evaluated in addition to prices. Tradeoffs will be made among
cost/price and non-cost factors; the Government may accept other than
the lowest priced offer. Large business offerors must comply with the
FAR 52.219-9 clause regarding the requirement for a subcontracting plan
on the part of the work it intends to subcontract. The SIC code under
which this procurement will be conducted is 8999, the size standard for
which is $5.0M in annual receipts averaged over the past three years.
The recommended goals for subcontracting are 15% for small business,
10% for small disadvantaged business, and 1% for woman-owned small
business. The solicitation is scheduled to be issued on or about June
26, 2000. Firms who previously submitted statements of interest will be
