There are multiple tasks for this highly technical project. Task 1.
Provided is an URL (http://www.fs.fed.us/r6/nr/fid/rfp/) with a
bibliography of the published (1978 to the present) literature
concerning the families of arthropods listed in Appendix 1. (Please
note that a hardcopy of the information located at the given web site
will not be included in the solicitation packet). Determine which of
the 1505 citations may be pertinent to California, Oregon and
Washington for the forest understory and canopy gap herbivore guild
(Herbivores are chewers, fluid suckers, and miners of above-ground
foliage, stems, and flowers of macrophytic plants. This also includes
those that feed on pollen, nectar or floral parts or seeds or in cones.

Experimental Forest, western Cascade Range, Oregon. V: An annotated
list of insects and other arthropods. Gen. Tech. Rep. PNW_GTR-290.
Portland, OR. U. S. Department of Agriculture, Forest Service, Pacific
Northwest Research Station. 168 pp.). Consider only articles in
English, Spanish, German or French languages. Task 2. Annotate the
citations found pertinent in 1 above: write no more than one page
summarizing the important findings in each of the papers. Task.3. Add
additional annotated bibliographic citations for literature published
prior to 1978, and literature which may have been missed by the
bibliography in 1 above, which provides relevant information on biology
or ecology, especially endemism, environmental or ecological
requirements of taxa within the forest understory and canopy gap
herbivore guild, and the effects of fire, timber harvest or any other
forest management practice or disturbance on taxa within the guild.
Product 1: Annotated bibliographic listings for forest understory and
canopy gap herbivores found in California, Oregon and Washington
alphabetized by last name of principal author and year of publication
submitted on IBM compatible 3.5 inch computer disks or 100 mb Iomega(r)
zip disks in Word for Windows(r) or Word Perfect(r). Task 4. Determine
which species of forest understory and canopy gap herbivore
arthropods, identified in the above bibliography, are likely to be
found in the area represented as the Southern Range of the Northern
Spotted Owl (Oregon Klamath, California Klamath, California Coast
Range, and California Cascades terrestrial ecosystem physiographic
provinces). Task 5. Identify the major gaps in information without
which land managers in the Southern Range of the Northern Spotted Owl
will be unable to effectively protect the ecological functions of
forest understory and canopy gap herbivores. Recommend the priority of
and locations or habitats (vegetative types or plant associations) and
the reasons why you believe strategic surveys may help to fill the
information gaps. Recommend the taxonomic resolution with which to
design surveys (species, genus, family, order?) and indicate the
relative priority (high, medium, or low) for each taxon. Give your
reasons for these recommendations. Product 2: A report of forest
understory and canopy gap herbivore species likely to occur in the
Southern Range of the Northern Spotted Owl with recommendations and the
rationale for strategic surveys. Include the taxonomic resolution,
priority taxa and habitats suggested to be surveyed. This report to be
submitted on IBM compatible 3.5 inch computer disks or 100 MB
