Contracting Officer, (401) 736-1762 PRESOLICITATION NOTICE. ISSUE DATE:
06/29/00. Contractor shall provide all labor, materials, equipment,
transportation, supervision and disposal necessary to renovate kitchens
and bathrooms at USCG ISC Boston Family Housing, located on Lyra Drive,
South Weymouth, MA (Norfolk County). This project will be an indefinite
delivery/indefinite quantity (IDIQ) contract with one (1) base and four
(4) option years. It encompasses 2, 3 and 4-bedroom wood frame units
(approximately 62 units total). Kitchen work includes, but is not
limited to, removal of 30-year old metal cabinets (with lead paint),
flooring, countertops and associated items in the kitchen. Installation
of new kitchen cabinets, countertops, dishwashers and flooring.
Bathroom work includes, but is not limited to, removal of existing
flooring, tubs and shower surrounds. Installation of new floors, tubs,
shower surrounds and vanities with sinks. Some of the 4-bedroom units
have an additional shower or tub installed in the existing 1/2
bathroom on the second floor. All renovations are to be completed while
units are vacant. Estimated cost of this project is between $1,000,000
and $5,000,000 dollars, inclusive of base and all option years.
Minimum contract guarantee is $10,000.00. SIC code is 1521.

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short-term Lending Program
(STLP) at prime interest rates to provide accounts receivable
