Goddard Space Flight Center(GSFC) plans to issue a Request for Proposal
for an extension to NAS5-32337 with the Universities Space Research
Association (USRA) to extend the period of performance of on-going
tasks from July 5, 2000 to October 31, 2000, so that the tasks may be
completed without delay. USRA provides computer science research
services in support of GSFC's computational and information sciences
organization. USRA supports GSFC by operating the Center of Excellence
in Space Data and Information Sciences (CESDIS). In this capacity,
USRA supports GSFC scientists in the preparation, presentation, and
publication of peer reviewed articles and papers. USRA also supports
GSFC's involvement in conferences and symposia scheduled to occur
during the period of the extension. The completion of the programs,
articles, papers, and other research activities are necessary for NASA
GSFC to fulfill its commitments to various external entities in
academia and research. Continuity of USRA's services is necessary to
ensure that the arrangements are maintained until tasks are completed.
The conduct of a full and open competitive procurement for services
offered by USRA would require more time than the period of the
extension itself. Moreover, since this is a follow-on to an existing
contract for highly specialized research support, it is NASA's
judgement that the award of this contract extension to any source other
than USRA would cause unacceptable delay to NASA's research program.
Therefore, the statutory authority cited for other than full and open
competition for this extension is 10 U.S.C.(c)(1), Only One Responsible
Source. See Note 22 and 26. Interested organizations may submit their
capabilities and qualifications to perform the effort during the period
July 5, 2000 through September 30, 2000 in writing to the identified
point of contact not later than 4:30 p.m. local time on
_________________[Insert date-normally 15 days after posting]. Such
capabilities/qualifications will be evaluated solely for thepurpose of
determining whether or not to conduct this procurement on a
competitive basis. All responsible sources may submit an response to
this notice which shall be considered by the agency. A determination by
the Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. An Ombudsman has been appointed.
