synopsis/solicitation for commerical items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; quotations/bids are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation
(RFQ)#FBICU0007127, the provisions and clauses incorporated are those
in effect through Federal Acquisition Circular #97-16. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3641 and the Business Size Standard is 500
employees. This will be a Firm-Fixed Price, Brand Name or Equal
contract. The FBI intends to purchase two (2) each Instruments S.A,
Inc., model number CS-16-10 Spex Crime Scope; two (2) each model number
CS-IR-Tune; model number MCS400-12 FNK Crime Scope; a continuously
tunable light source; a light source that has a spectral nanometer
range from 300nm to 1100 nm; Minimum of 15 excitation filters built in
to the system; remote, automated spectral light control by up and down
buttons; infrared filtering capabilities; fine tuning of wavelengths at
the single nanometer wavelengths; 2 meter length long liquid light
guide for directional control; flexible arm for supporting liquid light
guide; viewing goggles; 1) UV protective 2) orange 3) red 4) yellow;
infrared excitation monochromatic fiber optic light guide with a
nanometer range of 650-1000; heavy duty carrying case for remote
operations; portable light source with minimum 12 wavelengths from the
365nm -- 600nm range. The above characteristics are intended to be
descriptive, but not restricted. Unless clearly marked that the vendor
is quoting on an "equal" the offered item shall be considered as the
brand name product referenced in this announcement. If the vendor
proposed to furnish an "equal" product the brand name if any, of the
product to be furnished shall be inserted on the proposal. The
evaluation of the quotations and the determination as to equality of
the product shall be the responsibility of the Government and will be
based on information furnished by the vendor. The purchasing activity
is not responsible for locating or securing any information which is
not identified in the quotation and reasonably available to the
purchasing activity. To ensure sufficient information is available, the
vendor must furnish as a part of his quotation all descriptive material
(such as cuts, illustrations, drawings or other information) necessary
for the purchasing activity to determine whether the product meets the
salient characteristics of the requirement. If the vendor proposed to
modify a product so as to make it conform to the requirement of this
announcement he shall include a clear description of such proposed
modifications and clearly mark any descriptive materials to show
modifications. The government reserves the right to request product
samples which can be tested for compatibility. A Standard Commerical
warranty is required. All items delivered FOB Destination -- Cheverly,
MD. All responsible sources may submit a quote which shall be
considered by, the agency. The following FAR clauses are incorporated
by reference and apply to this acquisition: FAR 52.212-1 Instruction to
Offerors-Commerical Items; FAR 52.212-4 Contract Terms and
Conditions-Commerical Items (March 1999). Each offeror shall include a
completed copy of the FAR provisions at 52.212-3 Offeror
Representation and Certifications (Feb 2000) with its offer. All
quotations should be sent to the attention : Ms. Angela M. Brown at the
address listed on line #7 no later than 1:30 P.M. EST,06/08/00. All
quotations shall be clearly marked with RFQ# FBICU0007127. All offerors
are hereby notified that if your quotation is not received by the
date/time and at the location specified in this notice announcement,
