NASA/JSC plans to issue a Request for Offer (RFO) for an Inductively Coupled Plasma Mass Spectrometer (ICP-MS) instrument that will analyze a wide range of liquid samples, testing for the presence of trace materials or other elements. The system shall include all equipment necessary to introduce a Peltier cooled and nebulized sample into the plasma torch for the ICP analysis. The system shall produce a highly robust plasma that can handle high dossolved solid samples and still retain instrument precision for reproducible operation. The MS equipment shall operate at ultra high vacuum fo rultra trace determinations necessary for quality control and environmental samples. The Government intends to acquire a commercial item using FAR Part 12. The SIC Code and Size Standard are 5049 and 100, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract are those in effect through FAC 97-17. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about 06/15/00 with an anticipated offer due date of on or about 07/12/00 An ombudsman has been appointed -- See Internet Note "B".
