plans to issue a Request for Offer (RFO), on a sole-source basis to
SM&A Corporation East. This procurement will extend the period of
performance under Contract NAS5-32585 for an additional 4.5 months
beyond the current end date of the contract (July 15, 2000). This
extension is required to meet critical milestones while a competition
is conducted for the follow-on effort. Under Contract NAS5-32585, the
Contractor provides support to the Stratospheric General Circulation
with Chemistry Modeling group and to the Atmospheric Chemistry and
Dynamics group. This support is provided in the following areas:
mathematical and computer modeling of dynamic, radiative, chemical
processes, and plasma processes in Earth's atmosphere. The contractor
also uses the data and computer models to analyze the dynamics and
constituent structure of Earth's atmosphere. During this extension
period, the contractor shall complete the following critical
milestones: 1) deployment of the lidar trailer system to Canadaand New
Zealand for a field campaign that involves scientists, from
universities and other government agencies, who will operate
instruments to measure atmospheric parameters; 2) a two to three week
campaign in sourthern Africa to launch sones designed to measure
atmospheric composition in the troposphere; 3) participation in a
validation of ozone sondes in Germany. SM&A Corporation (the current
source of the required services) is the only responsible source with
the specialized knowledge and experience required to perform the above
requirements and meet the critical milestones. No other known source
can meet the above critical milestones. Award to any other source would
result in unacceptable delays in the fulfillment of NASA Goddard's
requirements. The statutory authority for this sole-source procurement
is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. However,
companies who believe they can provide these services without any
detrimental impact to the program schedules supported by this work,
should fully identify their interest and capabilities within 15 days
after publication of this synopsis. Such capabilities/qualifications
will be evaluated solely for the purpose of determining whether or not
to conduct this procurement on a competitive basis. A determination by
the Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. See Note 22. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. An
Ombudsman has been appointed. See Internet Note "B". All qualified
responsible sources may submit an offer which shall be considered by
