Reclamation's Columbia Basin Project has a requirement to modernize the
electrical system, HVAC system, and make seismic upgrades to our
Ephrata Field Office (EFO), located in downtown Ephrata, Washington in
Grant County. The building is a 3-story brick structure with a
basement and was built in the 1950s. The building will be occupied
during the contract work. Reclamation has had sampling/testing
performed throughout the building and found there's no asbestos
present. The current electrical system and the HVAC system are outdated
and inadequate. The building also requires some reinforcement to meet
earthquake safety requirements. This contract will likely include:
furnishing and installing mechanical and HVAC system; furnishing and
installing complete electrical and lighting systems; modifying the
structure to improve stability during seismic events; furnishing and
installing exterior wall insulation; furnishing and installing
suspended acoustical ceiling; exterior brick repair, repointing,
cleaning and sealing; furnishing and installing PVC windows; ceiling
demolition; and other work. A Request for Proposals (RFP) will be
issued in late June on a CD-ROM. The RFP CD will include digital photos
of the work site, which will show existing conditions and
installations. This acquisition will require the services of an
experienced office building remodeling contractor who has successfully
completed remodeling projects similar in size and scope to this one.
The RFP will request offerors to submit written technical proposals
detailing: the offeror's proposed CPM schedule; the offeror's proposed
methods and equipment for completing the project; past performance
information demonstrating successful performance of this type of
requirement; proposed safety plan and procedures; and, other
information. Offers will be evaluated on the quality of the proposed
work plan/CPM schedule, the amount of successful past performance of
similar work, the qualifications and experience of proposed personnel,
the quality of proposed safety procedures, and price and other
price-related factors. The solicitation will contain information
regarding site visit opportunities. Estimated range for this
acquisition: $1 to $5 million. All responsible sources may submit an
offer, which we will consider. A presolicitation notice (PSN) will be
available within1 week after the publication of this notice. Offers may
request the PSN or solicitation in writing at the address above, by FAX
at (208) 378-5108, or by email to kroyse@pn.usbr.gov -- requests should
reference the solicitation number. The PSN will also be available via
the Internet at "http://www.pn.usbr.gov/contracts." No charge for first
copy of CD -- additional copies available for a non-refundable fee of
$25 per CD. This requirement is not set-aside for small business.
