Fields, Jr. (202) 324-2951 The Federal Bureau of Investigation (FBI) Foreign Language Program has a requirement for a contractor to develop a Written English Structure Test (WEST) to predict the ability of applicants for Linguist positions to use correct written English. WEST items shall measure the construct "written English expression" as described in the FBI Written English Expression Rating Scale and shall be made up of items that can be scored by clerical personnel without special training. Two equivalent forms of the test shall be produced. Test administration time shall be 30 minutes. During the validation process, the test shall be field tested on a sample of no fewer than 100 subjects, native speakers of a number of languages as specified in the statement of work. All materials generated during the course of the contract will become the property for the FBI. The FBI anticipates award of a labor hours contract for one year.
