STATION BREMERTON, BREMERTON, WASHINGTON In a Feb 2000 CBD Special
Notice, the Navy announced its plans to issue a Request for Proposals
(RFP) for design-build construction of a 400 meter (1310 ft) long x 46
meter (150 ft) wide pier and necessary utilities (both on the pier and
shoreside) to support the homeporting of a CVN class aircraft carrier,
and AOEs, at Naval Station Bremerton. General information regarding
the future procurement and a description of the project was made
available, and is still available upon request, by contacting the Pier
D Project team at mcon-p341@efanw.navfac.navy.mil. Additional
information is now provided herein, for planning purposes to interested
parties. This is not a solicitation. The Navy expects the solicitation
to be released at the end of June 00, and expects to allow 60 days for
proposal preparation. Technical proposal submission requirements are
expected to include a three page narrative describing the technical
approach, and approximately 4 concept drawings that present the pier
cross section, pier pile plan, plan view of upland utility routing, and
an elevation of the CHT holding tank if an above ground option is
selected. In addition, the technical proposal submission requirement is
expected to include a summary Critical Path (CPM) schedule (between 100
and 200 major execution activities). Proposal submission requirements
will also include past performance and experience listings of both the
design and construction teams. Subcontracting goals and past
performance will be an evaluation factor for selection. The
subcontracting goals for the project (stated as a percentage of total
price) are expected to be 25% for Small Business, 12% for Small
Disadvantaged Businesses (SDB), 5% for Women Owned Small Business
(WOSB), 3% for Historically Black Colleges or Universities and Minority
Institutions (HBCU/MI) and 1.5% for HUB Zone. It should be noted that
participation of small businesses in the SDB, WOSB HBCU/MI and HUBZone
categories will satisfy both the 25% small business goal, and the SDB,
WOSB, HBCU and HUBZone goals. FAR 52.225-13 "Notice of Buy American Act
Requirement -- Construction Materials under Trade Agreements Act and
North American Free Trade Agreement" and FAR 52.225-15 "Buy American
Act -- Construction Materials under Trade Agreements Act and North
American Free Trade Agreement" will be a part of the solicitation.
