874-6613 The intent of this announcement is to obtain a list of
qualified, professional surveying firms from which the most highly
qualified firm will be selected. Negotiations will then be conducted
with the highest ranking firm first and, if necessary, with each
successive, highly qualified firm until a fair and reasonable price and
agreement on allotted timeframes can be reached. Purpose of this
project is to establish GPS positions for the Geographic Coordinate
Data Base and mapping projects. Methods will include one or more of the
following; static, fast static, RTK to obtain varying levels of
required accuracy. Positional data will be output in a format
compatible with the BLM GCDB. In light of the wide range of terrain
factors for various proposed projects, negotiated prices per point will
be based on three levels of difficulty. A provision will be included in
this contract for neotiating projects which have unusually difficult
conditions. For projects involving large numbers of positions, i.e.
topographic mapping, which do not lend themselves to the
price-per-point method, a project price will be negotiated prior to
field work. A registered professional land surveyor must be assigned to
all projects. Firms qualified and interested in providinig professional
surveying services of the type listed above are hereby invited to
submit Standard Form 254, Architect-Engineer and Related Services
Questionaire, and Form 255, Architect-Engineer and Related Service
Questionaire for Specific Project. The criteria set forth in Federal
Acquisition Regulations 36.602-1 will be used in conjunction with the
following specialized section criteria to assess you firm's
qualifications for GPS projects. Briefly address the following
narrative form 1) Discuss you experience in the past five years,
specifically related to GPS and cadastral surveys similar to those
which might be encountered on a GPS Forest Service project. 2) Describe
procedures you have used in completing previous GPS projects, including
static, fast static, and RTK methhods. Include methods for eliminating
position blunders. 3) Provide the names, State of Registration, and
License Number for any individual(s) who may be assigned responsible
charge for a GPS point positioning. 4) Submit a copy of a recent plat
which is representative of your GPS project. All material will be
considered if received by close of business 07/05/00. Firms responding
