Lawrence Seaway Development Corporation plans to issue a Request for
Proposal (RFP) to assess the economic value of the Seaway commercial
navigation transportation route to the US Great Lakes region, its eight
states, and the various port communities bordering the Seaway System.
This economic assessment should include system-wide, state-specific,
and port community-specific: (1) general economic benefits; (2)
economic benefits specific to individual cargoes and cargo
origination/destination; (3) economic losses due to downtime/shutdown
scenario; and (4) cargoes and tonnage levels that would utilize rail,
truck and air modes if the Seaway System did not exist. Written
requests for a copy of the RFP may be mailed or faxed to (315)
764-3235. The RFP will be released approximately 06/14/00 with a
deadline for receipt of proposals of approximately 07/18/00. The period
of contract performance is approximately 5 months. The proposed
contract is 100% small business set aside. All responsible sources may
submit a proposal, which shall be considered by the Saint Lawrence
Seaway Development Corporation. This contract is subject to the Service
Contract Act and the place of performance is unknown. Wage
determinations have been requested for Washington, DC, Bethesda, MD,
Lancaster, PA, Fairfax, VA, and New York, NY. The Contracting Officer
will request wage determinations for additional localities if asked to
do so in writing by July 10, 2000. ATTENTION Minority, Women-owned and
Disadvantaged Business Enterprises (DBE_s): The Department of
Transportation (DOT) Short Term Lending Program (STLP) offers working
capital financing in the form of lines of credit to finance accounts
receivable for transportation related contracts. Maximum line of credit
