a combined solicitation/synopsis for commercial items prepared in
accordance with the format prepared in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a request for proposal, the RFP number
F08637-00-T0539. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-17. This procurement is subject to full and open competition. All
responsible sources may submit an offer, which, if timely received will
be considered by this agency. The Standard Industrial Code for this
acquisition is 3536. Offerors are bidding on one (1) Straddle type
gantry crane. Offerors should submit their commercially available or
manufactured product. Offerors shall indicate time for delivery, but it
is desired within 90 days ARO. Offerors will supply with their offer,
pictures, specifications, drawings and/or any other literature relevant
to their product. 1. SCOPE: a. Provide a diesel or gas powered straddle
type mobile gantry carrier, consisting of a substantial steel
structural frame of rectangular box section member, supported by four
(4) sets of wheels with pneumatic tires (one set at each corner of
frame) capable of straddling and carrying loads. A four stroke diesel
or gas powered hydraulic system shall be used for propulsion and
steering system, and to power the two (2) winches for lifting by means
of multiple parts of wire rope and sheave system threaded through
lifting hook blocks. b. If any responding bid may differ from the
requirements as presented herein, each variation must be described and
reference made to each paragraph to which the variation will apply. 2.
STANDARD DIMENSIONS AND SPECIFICATIONS: -- Rated Capacity: 60,000 lbs.
-- Inside Clear Width: 20_ -- Inside Clear Hook Height: 17_ -- Maximum
Allowable Height: 21_ -- Powered by a four stroke diesel or gasoline
engine -- Cold weather starting aid consisting of either a block heater
or glow plug for diesel engine -- Lights for driving and working --
Two-wheel drive with 90-degree pivot steering, 4-wheel drive is
acceptable -- Fully enclosed cab to include: controls, adjustable
bucket seat, operating switches and gauges, heater, defroster,
windshield wipers, sliding door and side window, and tinted glass --
Tires: New X Rated steel belted radials wide base -- Wheel
fenders/guards for safety -- Two (2) twenty (20) ton bridge hoists that
work independently and/or simultaneously -- Lifting mechanism to move
full length of span in either direction. -- Lifting hook mechanisms
with safety latches that travel to floor level -- Weight load indicator
with overload alarm system -- Audible travel warning alarms and
rotating beacons for both forward and reverse movement -- To be
assembled, and a final inspection and acceptance to be performed at
CEMIRT, Bldg.922, Dover AFB, DE 3. DETAILED SPECIFICATIONS AND RATED
LOAD CONDITIONS: Rated lifting capacity is with the total load capacity
of 80,000 pounds equally distributed between front and rear hoist. 4.
MATERIALS AND CONSTRUCTION: All steel material used in the construction
of the crane shall be new, and of good commercial quality. The
principle steel used in the structural frame complies with ASTM-35
grade or ASTM-A-572 grade steel plate cut, formed welded structural
steel tubing sections of ASTM-A-500 grade B material, to provide a
rigid structural frame, fastened together with bolted connections at
erection joints. The crane unit must be capable of being relocated and
re-certified upon assembly. 5. DESIGN STANDARDS AND SAFETY CODES: a.
The operating crane unit shall be in total Occupational Safety and
Health Administration (OSHA) compliance. b. American Institute of Steel
Construction (AISC), Section 1.5 of specification for design,
fabrication, and erection of structural steel, eight edition dated as
of 1980.c. American Society for Testing and Materials (ASTM) A-325
specification for structural joints. d. Joint Industry Conference (JIC)
-- standards for hydraulic systems. e. American National Standards
Institute (ANSI) -- B-30.2.0 dated as of 1976 for overhead and gantry
cranes. f. Society of Automotive Engineers (SAE) -- J-881-A, lifting
crane drum and sheave sizes. 6. GENERAL ARRANGEMENTS: a. The four
stroke diesel or gas drive hydraulic power unit shall be enclosed in
metal shrouding and mounted in an accessible location for servicing and
maintenance. b. The main upper cross beam shall be fitted with a
structural pivot to eliminate torsional stress in this member, and
allow the frame to oscillate while in travel mode over uneven surfaces.
c. The operator control station shall be mounted in a position to
provide good visibility to the operator, for viewing the load to be
handled and also the wheel positions while traveling in close quarters.
All operator controls are to be located in the operator station for
complete unit and function control by a single operator. 7. HOISTING
SYSTEM: a. The hoist system shall consist of two independently powered
winches. This shall provide independent or simultaneous driving of the
winches to provide precise and smooth control for handling light to
full maximum loads. b. The hoist assembly shall be equipped with sheet
metal covers to enclose the drive system. The assembly shall be
mounted rigid to the structural frame. The winch drum shall be grooved
for the size wire rope used. 8. OTHER DETAILS: a. All hoist system
sheaves and drums shall be fitted with low friction sealed roller
bearings. b. Wheel Pivots and Frame: All wheel pivots shall be fitted
with sealed tapered roller bearings or open face bearings with zerk
lube fittings for periodic greasing. Wheel frames shall be cantilevered
design. All other rotating or oscillating parts shall be fitted with
sealed tapered roller bearings or open face bearings with zerk lube
fittings for periodic greasing. c. Propulsion: Propulsion and wheel
traction shall provide differential action to each wheel while turning
through a 90-degree turn. The driving system shall be fitted with a
brake system to enable parking the machine on a maximum grade and leave
the machine unattended. A service brake system shall also be provided
to stop the machine smoothly while traveling fully loaded on a maximum
grade. d. Tires: The tires shall be new and with the manufacturer_s
approval for the rated loads. The tire size shall be sufficient to
support the maximum load. e. Block Arrangements: Each block shall be
provided with independent side-to-side traverse control. f. Controls
and Instruments: All controls and instruments shall be mounted in the
operator_s station, controls to be designed to provide a smooth and
precise control of all operating functions of the machine. g. Travel
Alarm: An audible alarm shall be activated automatically at all times
when the unit is in forward or reverse motion. h. Painting: All main
frame exposed structural and fabricated steel shall be prepared and
painted with a high quality prime paint. A high quality machine enamel
top coat shall be applied over the primer. Color to be manufacturer_s
standard. i. Hydraulic Filtration: The hydraulic system shall include
a full flow return line filtration and air-to-oil hydraulic cooler
designed to maintain oil temperatures within the manufacturer's
recommendations for the specific duty cycle. j. Hydraulic System: The
hydraulic system shall be of the open-loop type system, low pressure
(2,500 PSI or less) design, all pump and motors shall be of the gear
type design for long life and ease of maintenance. k. Gantry Cab: The
cab shall be elevated, totally enclosed with full visibility, tinted
glass, sliding door, sliding window, heater, defroster and windshield
wipers. 9. WARRANTY: A minimum of twelve (12) months manufacturer_s
warranty will apply to the overall gantry crane, to include all parts
and labor. 10. TRAINING: Provide eight (8) hour hands-on Operator
Training separate from the erection or assembly time. Provide
certification of Operator Training for four (4) individuals. 11.
CERTIFICATION: Provide Certificate of Testing after final assembly at
Dover AFB, DE. 12. MANUALS: Provide two (2) copies of Operations,
Service and Parts manuals. 13. SUBMITTALS: After receipt of order,
provide all drawings, detailed specifications and illustrated parts
breakdowns within two (2) weeks for customer approval. The clause at
FAR 52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. Prospective offerors will submit their proposals on
letterhead stationery, in accordance with FAR 52.212-1 (b)(1-11).
EVALUATION: Selection will be made from the source, which in the
opinion of the Government offers the best value. Note that award may be
made without further discussions. The criteria considered will be
TECHNICAL (capability of offered item to meet the agency need.), PRICE
(total price inclusive of shipping charges,) WARRANTY offered,
TECHNICAL SUPPORT offered (including availability of manufacturer
support, service, and parts-current and future), PAST PERFORMANCE-
(offerors are to submit relevant past performance in accordance with
FAR clause 52.212-1 (10)) The clause at FAR 52.212-4 Contract Terms and
Conditions-Commercial Items applies to this solicitation and resultant
