is for privatization of the potable water, wastewater, electric and
natural gas utility systems at the Presidio of Monterey (POM), CA, for
which the Government intends to solicit and negotiate under the
authority of FAR 6.302 only with California-American Water Company
(Cal-Am) for potable water utility service, the City of Monterey
Department of Public Works (DPW) for wastewater utility service and
Pacific Gas & Electric Company (PG&E) for electric and natural gas
utility service. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within 15 days after the date of publication of
this synopsis will be considered by the Government. A determination by
the Government not to compete the proposed contracts based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. The following facts warrant the need to pursue this action
on a sole source basis: The POM currently reflects a mixture of
exclusive Federal and concurrent jurisdiction. There is a pending
initiative to retrocede jurisdiction and make the entire installation
an area of concurrent jurisdiction. The POM is within the City of
Monterey. Utility service is currently provided to and within the POM
by PG&E, Cal-Am and DPW (collectively referred to as the "local public
utilities"). The local public utilities own and operate utility system
facilities that are adjacent to and surround the POM and as such
provide the exclusive means to deliver utility services to the POM. The
local public utilities also own and operate utility-owned facilities
within the POM. For example, Cal-Am owns many of the water mains within
the POM. This is in contrast to the utility systems at other Military
installations where thefacilities of the local utility are generally
located outside the post with the exception of a limited number of
master-metered delivery points. The POM has a requirement to integrate
the on-post systems with off-post utility systems in order to enhance
service reliability and reduce costs and to provide service within the
entire Presidio of Monterey and to all premises currently served by the
Government-owned systems. Included within the POM is the Lower Leased
Historical Area (Leased Area) that is leased to the City of Monterey.
There are 15 buildings within the Leased Area. The City of Monterey is
responsible for providing utility service to the buildings in the
Leased Area. The City of Monterey intends to provide service to the
buildings by connecting each of the buildings to the distribution
facilities of the applicable local public utilities. This service
arrangement is advantageous to the POM because each of the buildings
would be a direct service customer of the local public utilities and
not a tenant customer of the POM. Because the local public utilities
are the only entities that own and operate utility systems adjacent to
the POM, they are the only entities that can fulfill the Government's
system integration requirement. The local public utilities also are
the only entities that can provide direct connection service within the
Leased Area and as such are the only entities that can provide service
to all areas within the POM. Responses to this notice as well as any
