http://www.mvm.usace.army.mil. Indefinite Delivery Type Contract for
Cultural Resources Services within the Memphis District Boundaries or
Assignments of the district. It is anticipated that two firms will be
selected and two contracts will be entered into as a result of this
announcement. In addition, each contract will have a period of 12
months with three yearly options (to be exercised by the Government).
Tasks to be performed under this contract may include cultural
resources background searches, research designs, reconnaissance,
intensive surveys, site evaluations and testing, geomorphic
examinations, mitigation as well as analysis and report preparation
relative to these activities. Responding firms, in order to be
considered, must have or have access to one or more Principal
Investigators with demonstrated competence and ongoing research
interest in the work area. The firm should also have or have access to
(on a consulting basis) an architectural historian, historian,
geomorphologist, remote sensing specialist, zooarcheologist,
paleobotanist and bioarcheologist. Responding firms shall have or have
access to adequate experienced professional personnel and computer
equipment to deliver final Computer Aided Design and Drafting (CADD)
System drawings on a 3+" diskette in a format compatible with the
INTERGRAPH system of the Memphis District. Responding firms shall have
or have access to a minimum of two supervisory personnel with prior
experience in field investigations, and interpretation of data relating
to prehistoric sites of this region. Firms shall have or have access to
a minimum of four field crew laborers with experience in locating, and
recovering cultural materials, and one individual with experience in
stabilizing, analyzing and cataloging artifacts. A system of weighted
evaluation factors has been established. The following evaluation
factors are to be used during initial screening of proposals.
Price/Cost Realism and Technical criteria are equal. Under Price/Cost
Realism, the subfactors are: (1) Price of Work and (2) Cost Realism:
both of which are of equal weight. Under Technical Criteria, the
sub-criteria are, in order of importance: (1) Timeliness, (2)
Qualifications and Capabilities of Key Personnel, and (3) Familiarity
of Key Personnel with the Cultural Resources of the Study Area, Their
Regional Contexts and Their Research Domains. The initial screening of
proposals utilizing the listed evaluation factors may result in award,
without negotiations, or will result in a list of firms considered to
be within the "competitive range". The Contracting Officer or his
designee may elect to interview firms within the "competitive range".
A second evaluation of proposals from firms within the "competitive
range" will be conducted using evaluation factors and sub-factors
listed above. Prospective offerors should submit the following
materials in order to supply adequate evaluating information: (a)
several parts consisting of separate technical and cost/price data.
Cost items should be broken down to specific classes as shown
inStandard Form 36 of the RFP, (b) vitaes of all key personnel and
consultants, (c)listing of current and anticipated cultural resources
contractual obligations by the offeror, (d) such additional
documentation as is necessary to allow a comprehensive evaluation of
the offeror's proposal in terms of evaluation factors listed above.
Proposals may be deemed technically unacceptable if excessive current
or projected future cultural resources contractual obligations exist.

at the address shown. Firms responding to this announcement will be
sent a Request for Proposal, RFP No. DACW66-00-R-0004. Inquiries and

a 100% small business set-aside. To qualify as a small business
concern, the concern must have had average annual receipts for the
preceding three fiscal years not exceeding $5.0 million. The services
or supplies to be procured under this announcement are classified in
