Emergency Management Agency (FEMA) seeks a contractor with the
capabilities required to review, provide recommendations on, and
complete the update of the Seismic Considerations Series. This project
will fund a feasibility study and optional update of the Seismic
Considerations series, FEMA149-153. The series is currently a
five-volume set, dealing with information and guidance on special
seismic issues related to new construction for five different
occupancies. The purposes of this project are to (1) provide a general
update of earthquake hazard material to reflect the latest information
and recent earthquakes; (2) provide additional material on
performance-based design and the latest design codes; (3) add an
explicit discussion of seismic issues that targets owners, managers,
and administrators, and; (4) reformat the materials into a form more
useful and user-friendly to the intended audiences of
owners/managers/administrators, and design engineers / architects. The
Government anticipatesthat the procurement will be conducted pursuant
to full and open competition procedures and in accordance with FAR
Part 15. The Government intends to award a contract on a best value
competitive proposal process. The contract type will be Indefinite
Quantity / Indefinite Delivery with Task Orders to be issued on a
Cost-Plus-Fixed-Fee basis. The period of performance of the contract is
anticipated to last from the effective date of award through the
following twelve (12) months, with provisions for up to two (2) option
periods, which will last for a period of twelve (12) months each. FEMA
anticipates that this procurement will be conducted using oral
presentations and that electronic communications will be utilized to
the fullest extent possible during the procurement process. All
requests for a copy of the Request for Proposal must be received in
writing, either by hard copy, facsimile (202) 646-2970, or electronic
mail (Scott.Drega@fema.gov). All requests sent via electronic mail must
contain the full name and address of the firm as well as the name and
telephone number of the primary point of contact for this procurement
at the firm. It is preferred, but not required, that requests for the
