This is not a presolicitation notice under FAR Part 5, but a market
survey to identify sources that can lease automated supply dispensing
equipment to the Clinical Center(CC) at the National Institutes of
Health. The system must have the following capabilities:ABC cost
reporting in software package;system software must include specific
usage information,by product,user,patient care unit,patient and/or
protocol;system software must have discrepancy report capability for
product,user activity;system console must electronically archive data
to disk and have the ability to generate custom report and Windows NT
point-and-click navigation and retain a minimum of 30 days transaction
history for each station;system must have central console monitor that
can provide tracking and usage information;information displayed on
supply inventory must be in real-time;physical dimensions of supply
units must not exceed 79 inches in height,28 inches in depth,30 inches
in width;hardware must include printer for generation of replenishment
lists and custom report;units must nost exceed 665 pounds and be on
wheels for ease of transport; capability to increase capacity via
auxillary units vs. multiple primary units;log in to main units must
also provide simultaneous access to auxillary units;auxillary units
must be capable of running on 110V 2.2amp currentand not generate heat
about 625 BTUs/hour;must have single key emergency access for manual
override in the event of any utility or system failure;must have
stabilizers or levelers if units are on uneven surfaces; mmust have
adjustable shelves for easy and flexible configuration;must have
multipocket configurable drawers with dedicated removal and replacement
buttons;must have built-in printer for high resolution printing of
station activity reports.Paper size must not exceed 4" with easy access
for replacement; unit must contain an alphanumeric keyboard and
alternate touch screen for access to products;unit must have a
controlled access capability;units must remain secured without approved
access. System must be a closed inventory management and dispensing
system;system must have electronic capability for direct links to
vendors or designated federal procurement(prime vendor) source; system
must have interfacing capability with CC based ADT(Admission Discharge
and Transfer) IBM S/390 mainframe on a Windows NT server.Program.
Interface Module server may be custom build with proprietary data,but
based at a minimum upon an Intel Pentium II 350mhz processor and an
Intel 440BX motherboard identical hardware;Vendor must identify
interface capability to allow for changes in current program.Modem
connection may be used for remote diagnostic system support and
maintenance;units must have see-through doors;system components should
include printer,communication box cabling and an Unlimited Power
Suppy;software must include a virus protection program;passwords must
be encrypted;technical controls of password via identification and
authentication;system must have logical access controls for ids and
password accounts;system must have user listing capacity of not less
than 1500 users;system should allow level of user access of protected
and nonprotected supplies, report and data retrieval to be defined by
Government;system must have capability of assigning temporary
access(NTE 24 hours) at the station;system must have station labeling
capability that can be changed on site with no additional equipment
required to meet the needs of the patient care unit;system must have
capacity for customized timed replenishment reporting to meet the
activity schedule of service;system must have capability to report zero
stock level outages to main console & generate hard copy when zero
balance outage occurs;system must allow CC to set minimum and maximum
inventory levels per unit as defined by program needs;system must
provide alerts to user password expiration.Service on equipment must
include preventative maintenance of hardware and software and
installation of all upgrades.Remote phone service response and local
field service technicians must be included. Service shall be provided
24 hours,7 days a week 365 days a year. Service remote response must be
within 15 minutes.If remote diagnostic cannot correct problem,on site
technical support is required within 2.5 hours. Services wil include
hardware(i.e. cables,doors,shelves) and software(i.e. access lock outs,
polling,passwords and station to console communication alerts);on-site
installation and implementation support during start up is required.
Interested parties are invited to submit information concerning their
products/services offerred to the address above within 20 days from
posting of this notice to the address above. THIS IS NOT A
SOLICITATION.Any information submitted is strictly voluntary and the
Government will not pay for any costs incurred to prepare and submit
information in response to this Sources Sought request. This synopsis
neither constitutes a Request for Proposal,nor does it restrict the
Government as to the ultimate acquisition approach and shuld not be
construed as a commitment by the Government for any purpose. Any
