(ED), Student Financial Assistance is seeking a Commercial Recruiting
Firm to provide executive search services to identify and screen
candidates for a minimum of three (3) senior executive level positions
for the OSFA PBO OSFA requires immediate assistance on filling the
following two positions: (1) Director of OSFA University and 2)
Director of Analysis. The statements of work along with attachments are
available on the OCFO Web site at http//ofco.ed.gov/coninfo.htm under
Contracts. This is a combined synopsis/solicitation for commercial
items (services) prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
Solicitation number for this contract actions is ED-00-0854. This
combined document serves as the synopsis/solicitation and is issued as
a Request for Proposal. The solicitation document and incorporated
provision and clauses are those in effect in Federal Acquisition
Circular 97-3. The associated standard industrial classification code
for this acquisition is 7361. Provision 52.212.1, Instructions to
Offerors Commercial, applies to this acquisition. The addendum to this
provision is that the SF 1499 will not be used or accepted. The
offeror should submit a detailed Capability statement certifying that
it can meet the requirements of the Government (which will service as
the technical proposal) and a list of references who can verify that
the offeror has performed similar work for their organization. Also, a
quote which will serve as the business proposal. An official
authorized to bind the organization must sign the proposal. The offeror
must submit an original and two (2) copies of both the technical and
business proposal. Provision 52.212-2, Evaluation-Commercial Item is
applicable to this acquisition. The specific evaluation criteria to be
included in paragraph of the provision are (I) technical capability of
the item offered to meet the Government and (ii) price. Selection
Criteria: Ed will select the best value, but quality factors are
significaly more important than price. ED will evaluate quality factors
that the relative likelihood that the vendor will find and refer,
within the specified timeframes, qualified candidates that will be a
good fit in OSFA. Proposal Instructions: Each offeror is to submit five
(5) pages demonstrating why it would be able to find and refer, within
the specified timeframes, qualified candidates that will be a good fit
in OSFA. Suggested factors to address include: The Offeror's nationwide
scope and network contacts, experience and successful past performance
recruiting executives for PBOs demonstrating the offeror's
understanding of how PBOs differ from traditional organizations and the
type of candidates needed to fill PBO executive position, and an
understanding of factors unique to OSFA (e.g., its mission, strategic
vision, organization, staffing, and performance goals, that could
affect the recruitment of candidates that are a good fit for the OSFA
position. Pricing Instructions: This requirement is being conducted as
a commercial item acquisition, which requires that prices be based on
catalog or market prices. An offeror may discount (offeror a lower
price than) its catalog or market prices, but the prices offered must
be fixed prices (. i.e., the price may not change based on the offeor's
expenses or cost experience). Offerors must submit a completed
Certification Commercial items with their offer. Provision 52.221-4,
Contract Terms and Conditions Commercial Items, applies to this
acquisition. Provision 52.212-5, Contract Terms and Conditions Required
To Implement Statutes or Executive Orders Commercial Items, applies to
this acquisition. Also, under paragraph (b) of the provision items
6,7,8, and 9 are also applicable to this acquisition. Offerors for
