REFINISHING IN THE MAIN LIBRARY OF THE MAIN JUSTICE BUILDING 05-16-00
1. This work consists of, but is not limited to, furnishing all labor,
materials and equipment to repair, clean and refinish approximately
10,000 square feet of wood in the fifth floor Library of the Main
Justice Building located between Ninth and Tenth Streets, and
Constitution and Pennsylvania Avenue, NW. All work involved in this
project will be performed in accordance with AWI Quality Standards of
Architectural Woodwork Institute. 2. Bidder's submittal package must
include a detailed cost quotation, description of previous experience
on at least three similar projects which were a minimum of $25,000. And
the names, addresses and current telephone numbers of at least three
references. 3. Several areas of the wood surface are above an eight
foot height, therefore, the successful contractor will be required to
provide sufficient scaffolding, in accordance with OSHA standards, to
complete the project. 4. Prior to starting work, the successful
contractor shall provide an onsite sample of wood repair, refinishing,
and cleaning and waxing of wood The contractor may proceed as soon as
the sample is approved by the Contracting Officer's Technical
Representative (COTR), but not later than five (5) days after such
approval. The contractor can start work on July 15, 2000 and must be
completed by August 16, 2000. 5. The contractor shall determine the
surfaces to which finishes are to be applied are even, smooth, sound,
clean, dry, and free from defects affecting proper application. This
information will be presented to the COTR. 6. The contractor will use
materials that are compatible with the work being performed. Fillers,
must match existing wood. Stains, must be penetrating, permanent
oil-based of the color to match existing woodwork. 7. The contractor is
required to properly vent his/her work area making use of fans and the
existing windows. 8. All surrounding surfaces (floors, ceilings,
artwork, etc) shall be protected. It will be the responsibility of the
contractor to protect the environment from damage. The cost of any
damage will be the responsibility of the contractor. 9. The work in
this area can be done between the hours of 7:00 AM and 4:00 PM, Monday
thru Friday. Authorization to work outside of these hours must be
obtained from the Contracting Officer.***** 10. A mandatory site visit
is scheduled for May 31, 2000 at 1:00 PM. We will meet at the
construction trailer entrance at the corner of 9th and Constitution
Avenue. (This site is in a construction zone. Attendees will be
required to bring and wear hardhats and proper foot attire). Please
provide a list of attendees and your company name indicating your
intent to attend this meeting via fax by noon, on May 26, 2000. Please

Building is a secure facility. The successful contractor will be
required to submit the names, dates of birth, and social security
numbers of their staff prior to gaining access to the facility. No
on-site parking will be provided, although contractor(s) will have
limited access to the building to offload supplies. 12. The work site
is in an area under renovation, therefore workers are required to wear
appropriate safety attire meeting applicable OSHA standards. 13. Work
under this contract is covered under the Davis-Bacon Act. Prevailing
wages must be paid. 14. Quotes are due by close of business on June 9,
