rick.murray@fhwa.dot.gov. The Canadian Council of Motor Transport
Administrators (CCMTA) is requesting proposals from any interested
party to develop a training curriculum, course materials, and public
service information to instruct drivers, motor carriers, enforcement
personnel and shippers on the proper securement of cargo being
transported on or within commercial motor vehicles. The curriculum and
materials will be based on the North American Cargo Securement
Standard model regulation, best industry practices and the Commercial
Vehicle Safety Alliance_s (CVSA) Out-of-Service criteria. A technical
working group of subject matter experts from the U.S. and Canada will
be available to assist the contractor with determining the technical
content of the curriculum and materials. Contractor tasks will include
information gathering, development of curriculum and materials,
conducting a technical walk-though, conducting a pilot course,
completing the final curriculum and training materials. Additionally,
the contractor will work coordinate with another contractor charged
with developing a video presentation to ensure the video follows the
developed curriculum. The Federal Motor Carrier Safety Administration
(FMCSA)is a funding partner in this effort. FMCSA has participated in
the research initiative to develop a North American Standard for Cargo
Securement and will be issuing a notice of proposed rulemaking in the
near future to adopt the Standard as regulation. The training
curriculum and materials will be used to train people involved with the
loading and securement of cargo and those involved with enforcement of
cargo securement regulations. This is a full and open solicitation for
proposals. There are no incumbent contractors involved in this
