COMMERCE BUSINESS DAILY ISSUE OF MAY 18,2000 PSA#2603FORCE PROTECTION EQUIPMENT DEMONSTRATION III (FPED III) The U.S. Army
Product Manager, Physical Security Equipment (PM-PSE), under the
sponsorship of the Office of the Under Secretary of Defense for
Acquisition and Technology (OUSD A&T), the Joint Staff, the Joint
Non-Lethal Weapons Directorate, the National Institute of Justice, and
the Department of Energy will sponsor a Force Protection Equipment
Demonstration III (FPED III) at Quantico Marine Corps Base, Virginia
during the period 8 to 10 May 2001. FPED II attracted 366 vendors who
demonstrated close to 1000 items of force protection products on the
Quantico airfield and range facilities to over 4000 senior leaders and
decision-makers from the Department of Defense, federal departments
and agencies, state and local law enforcement and corrections
departments, and select foreign attendees. The purpose of FPED III is
to demonstrate commercial off-the-shelf (COTS) force protection
products available to attendees for possible future testing and/or
potential procurement. No testing of the products will be conducted
during the demonstration. FPED III has Joint Military Service and other
Federal Agency interest, and will address the needs of actual users for
future test, evaluation, and fielding. Due to limited resources,
attendance is by invitation only. PM-PSE invites equipment
manufacturers to submit applications for demonstration of their
products at FPED III. Participants will be selected based on
information provided to PM-PSE on the application, available in the
FPED III Information Packet. Equipment must fall within the following
categories to be considered for the demonstration: Physical Security
Equipment (PSE) Sensor and Surveillance Systems (Interior, Exterior,
Perimeter, Tactical), Unattended Ground Sensors, Explosive Detection
(to include handheld, static, and under water) and Cargo Inspection
Devices (to include under vehicle surveillance systems), Blast
Protection/Mitigation (to include Structural Building Materials (new or
retrofit)), Vulnerability Assessment/Analysis Software Tools, Delay
andDenial Technology (to include Fences, Barriers(active,
passive)(portable and fixed), and Locks), Non-Lethal Weapons and
Technology, Individual Soldier Protective Gear (to include CB
protective gear, protective vests), Automated Entry Control
Systems/Equipment, Communications Equipment (to include personnel
alerting systems), Night Vision and Optics Devices, Chemical and
Biological Detection and Mitigation Equipment, Unmanned Aerial
Vehicles, Robotic Vehicles and Systems, Armored and Utility Vehicles,
Explosive Ordnance Disposal Equipment, and Biometrics. If active
demonstration of products is not possible or practical, a display that
includes videotaped demonstrations or other media presentations will
be considered, provided the display focuses on the commercially
available equipment. Criteria for participation includes the key
requirement that the equipment must be COTS and be available for test
or procurement by the DoD not later than ninety (90) days after
completion of the demonstration. All prospective participants can

writing from the Product Manager, Physical Security Equipment, c/o CSC
(Attn: Mr. Mark Foelker), 7405 Alban Station Court, Suite B-200,
Springfield, VA 22150. The FPED III Information Packet contains
application forms and other necessary information. The participants
must transport their selected force protection products to the Quantico
demonstration site for set-up and demonstration rehearsals during the
days prior to the demonstration and operate it during the demonstration
period. The demonstration will begin on Tuesday morning, 8 May 2001 and
manufacturers must clear the site not later than 1300 hrs on Friday, 11
May 2001. Equipment will be set-up in an austere or field environment.
Applications must be received at PM-PSE no later than 30 September
2000. Selected applicants will be notified in writing. All applications
and demonstrations will be unclassified. The entire cost of each
participant's involvement in the demonstration will be borne by that
participant. Participation in the FPED III does not constitute
Government endorsement of any equipment, nor does it commit the
