in establishing and staffing an Environmental Services Assistance Team
(ESAT) in EPA's Region 1 to perform work in the following task areas:
Analytical Support, Data Review, Analytical Logistical Support, Quality
Assurance/Quality Control Support, and Other Task-Related Activities.
Analytical support includes analysis of environmental samples for
organic and inorganic chemical elements/compounds; biological testing
employing aquatic and sediment toxicity, bioaccumulation, seed
germination, microbial, viral, and other biological tests; biological
sampling and biological assessments; maintenance and operation of one
or more mobile analytical laboratories; performance of field chemical
and physical analysis using portable or mobile instruments; field
warehouse operations support; and laboratory support functions. Data
review includes review of organic, inorganic, dioxin, and other
analytical data to assess data quality and completeness. The review may
require the use ofComputer Aided Data Review and Evaluation (CADRE) or
other automated data review systems. Analytical logistical support
shall be provided to field, analytical, quality assurance, and Regional
Sample Control Center (RSCC) activities in the following areas:
tracking of samples and data packages, tracking of documents,
generating and distributing forms, such as chain-of-custody, traffic
reports, and sample tags, data base entry and maintenance, archiving
and retrieving analytical data, and computerized drafting support.
Quality assurance/quality control support includes preparing QA project
and/or sampling and analysis plans, preparing and/or reviewing
ecological risk assessments, biodiversity assessments, and endangered
species assessments. Historically the preponderance of work has been
performed in the area of Analytical Support, with QA/QC Support and
Data Validation comprising most of the remaining effort; however, work
from any portion under the statement of work may be required. On-site
work will be performed in EPA provided laboratory facilities in Region
1, currently located at 60 Westview St, Lexington, MA. It is
anticipated that the laboratory will be moving to Technology Dr,
Chelmsford, MA shortly after contract award in December 2000.
Performance under the resultant contract will begin February 1, 2001,
the place of performance may be either location dependent upon
availability of the new facility. The contractor will be required to
have office space within fifteen (15) minutes commuting distance from
the laboratory located in Chelmsford, MA. EPA anticipates the award of
an indefinite delivery/indefinite quantity type contract with flexible
pricing (cost or fixed) depending on the required work. The ordering
periods will be one three-year period and one two-year option period.
The RFP will be issued on or about June 1, 2000 with proposals due
approximately 30 days after issuance of the solicitation. The best
estimate of work required annually is 28,500 hours or 85,500 for the
base ordering period and 57,000 for the option period. The maximum
hours required are 193,800 (108,300 + 85,500) for the base period and
129,200 for the option period. The EPA intends to solicit for this
requirement utilizing Full and Open Competitive procedures after
exclusion of sources. Sources excluded are Contract Laboratory Program
(CLP) contractors and/or firms with substantial interest in CLP. The
applicable SIC Code is 8744 with a size standard of 500 employees. To

effort to streamline the procurement process and to utilize Internet

subject RFP, amendments and other related items for this procurement
