via, marsha.metzger@med.va.gov. The Department of Veterans Affairs,
Louisville, KY has a requirement for complete medical transcription
services. Contractor shall furnish all labor, materials, and equipment
necessary to provide complete medical transcription services to the VA
Medical Center, Louisville, KY. Contractor must electronically transmit
all transcribed reports directly into the specified Government VISTA
(Veterans Health Information System and Technology Architecture) System
programs via telecommunication lines. Connect charges will be at the
Contractor's expense. Contractor shall provide at contractor's
location, a digital teledictation system that can be accessed by
toll-free telephone number(s) for up to 12 simultaneous toll-free
telephone users from this VAMC. Teledictation system must be capable of
direct dial by a touch tone telephone and will run continuously 24
hours a day, 7 days a week, including Federal holidays. Contractor is
responsible for all telephone local/long distance charges incurred
during the receiving of dictated reports into Contractor's system and
during transmission of reports to this facility. Completed work is to
be transmitted to this facility from 4 to 48 hours of dictation. All
work assigned high priority/STAT will be transmitted immediately after
having been transcribed. The definition of high priority is eight (8)
hours and STAT is four (4) hours from the time of dictation completion
to transmission of the completed transcribed report. The contract cost
will be based on a per line value with an estimated line count of
l,565,000. Line count will be determined by contractor's teledictation
equipment with line count set at 14 lines of dictation per minute.
This contract is subject to the service contract act and the place of
performance is unknown. Wage determinations have not been requested
from DOL. The Contracting Officer will request wage determinations for
possible places of performance if asked to do so and if the request is
received in writing no later than May 24, 2000. There is a $25.00 NON
REFUNDABLE Charge for this solicitation. Please make check or money
order payable to: VA Medical Center, No. 603 and send along with your
request for proposal on company letterhead to Contracting Officer(90C).
Proposals are due by COB on June 16, 2000. The contract period is
expected to be from July 1, 2000 or date of award through June 30, 2001
with four (4) one year renewal options. This is a 100% Set-Aside for
Small Businesses, SIC 7338 applies. Award is subject to the
