Medicine (NLM) intends to conduct negotiations on a sole-source basis
under the authority cited in 41 USC 253(c)(1) and FAR 6.302-(1) with
Biological Abstracts, Inc. (BIOSIS) of Philadelphia, PA, for a six
(6)-month extension of contract NO1-LM-7-3522 which provides a License
Agreement and reimbursement of royalty charges covering the use of
data from BIOSIS databases including BIOSIS Previews and Biological
Abstracts in its online information retrieval services, TOXLINE and
TOXLINE65. Also included is the assignment of Chemical Abstracts
Service Registry Numbers to the BIOSIS citations used in these NLM
files. Data from the contractor for 1965 through the present is already
in the TOXLINE files, and NLM would experience an unacceptable delay
and substantial duplication of costs should another source be used to
reproduce the data collection already in place at BIOSIS. The proposed
project will provide the BIOSIS license agreement and CAS Registry
Number assignment for six (6) additional months through December 2000.
This notice of intent is not a Request for Proposals (RFP) nor is an
RFP available. Substantial duplication of costs and unacceptable delays
make competition for this six-month extension unfeasible. See Numbered
