Standards & Technology (NIST), Global Standards Program, has a
requirement for the development of an easy-to-use guide with in-depth
explanations of European requirements for products that are governed by
the New Approach Directives. This requirement is Phase II of a 3-phase
project in support of the Introduction to the European Union Standards
and Conformity Assessment. NIST intends to enter into a sole source
purchase order with the DVZ Joint Ventures of Bethesda, Maryland. DVZ
Joint Ventures (specifically Helen Delaney and Rene' van de Zande) is
uniquely qualified based on its extensive experience in the areas of
standardization, conformity assessment, and regulation within the
European Union. Ms. Delaney and Mr. van de Zande have also served as
counselors to U.S. businesses in the U.S. Mission to the European Union
in Brussels, Belgium and have expertise in the standards, New Approach
Directives, and CE Mark requirements for the European Union. The
Government anticipates the award of this purchase order using
simplified acquisition procedures in accordance with FAR Subpart 13.5
-- Test Program for Certain Commercial Items. The estimated award date
is May 31, 2000. The period of performance will be six (6) months from
the effective date of the purchase order. The proposed requirement is
for supplies or services for which the Government intends to solicit
and negotiate with only one source under authority of FAR 13.106.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive quotations. However, the government
will consider all responses received by May 30, 2000. A determination
by the Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. A Requestfor Quotation (RFQ) package is not available.
