This is a SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION. This
SOURCES SOUGHT SYNOPSIS is in support of a market survey being
conducted by the United States International Trade Commission (USITC).
The USITC is seeking sources who possess the capability and relevant
experience to provide the following services and are a GSA schedule
contractor. The USITC is seeking sources to replace the Commission's
current Electronic Dockets Information System (EDIS), a document and
image management system currently containing about 700,000 pages of
legal briefs, research studies and other materials related to the
agency's quasi-judicial functions. The Commission seeks solutions to
current, emerging and longer-term needs. These include, but are not
limited to, (1) Document scanning and OCR extraction, (2) report
generation, (3) document retrieval, and index and full text search, (4)
secondary indexing, (5) secure Internet access to documents, (6)
secure, electronic exchange of document, (7) web-interface, and
(8)backfile conversion. We anticipate acquisition of an off-the-shelf
system for this application. Interested firms should respond with a
qualification package that indicates their capabilities and experience
as follows: (1) A brief statement of capabilities specifically
summarizing their qualifications and experience relevant to the
services specified above, (2) references from past or present customers
for similar work, (3) size of business, and (4) a copy of the firm's
GSA schedule (contract). This survey is for information only and does
not constitute an Invitation for Bid or Request for Proposal and is not
to be construed as a commitment by the Government. Any information
submitted by respondents to this synopsis is strictly voluntary. The
Government will not pay for any information that is submitted in
response to this SOURCES SOUGHT request. All interested firms are
requested to submit two (2) paper copies. Responses should be received
not later than 10 calendar days after the date of this publication.
