Advance Selection for A-E Services per EFARS 36.602 (S-100) will be
initiated by the Albuquerque District Corps of Engineers for small
repair and rehabilitation (O&M) projects at Cannon Air Force Base. A-E
fees for each project will not exceed $100,000. The A-E contracts will
be awarded over a one-year period beginning the date the Advance
Selection is approved. All small repair and rehabilitation (O&M)
projects at Cannon AFB, with A-E fees less than $100,000, will be
procured under this announcement. A separate firm-fixed-price contract
will be negotiated and awarded for each project. A list of three most
highly qualified and technically equal firms will be selected using
the primary Selection Criteria stated below. If there are not at least
three most highly qualified and technically qualified firms, the
synopsis will be cancelled. The firms will be ranked for order of
negotiation using the secondary Selection Criteria stated below. The
top three qualifying firmswill be utilized for this work on a rotating
basis, as the work is required. When the first contract for the
designated type of work is authorized, negotiations shall begin with
the top ranked firm. When a subsequent contract is authorized or
negotiations on a previously authorized contract have not been
successful, negotiations shall begin with the next ranked firm that has
not been offered a contract for negotiation. If the list of ranked
firms is exhausted, the negotiation cycle shall begin again with the
top ranked firm. None of the projects have been authorized for design
and funds are not presently available for any contracts (See FAR
52.232-18). There is no guaranteed minimum award amount under this
solicitation. THIS ANNOUNCEMENT IS SET ASIDE FOR SMALL BUSINESS FIRMS
(IE. GROSS EARNINGS LESS THAN $4,000,000 PER YEAR AVERAGED OVER THE
PAST THREE YEARS). To be eligible for contract award, a firm must be
registered in the DoD Central Contractor Registration (CCR). Register
via the CCR Internet site at http://www.ccr2000.com or by contacting
the CCR Assistance Center at 1-888-227-2423. 2. PROJECT INFORMATION: A
purchase order will be written for each piece of work based on a
negotiated cost. The work may include any and all types of engineering
studies and reports, preliminary and final designs to include cost
estimates, plans and specifications, associated site surveys and
mapping, and services during construction for small repair and
rehabilitation O&M projects at Cannon AFB, NM. Some designs may be
developed using the metric system of measurement. SELECTION CRITERIA:
The selection criteria are listed below in descending order of
importance. Criteria a through e are primary. Criteria f and g are
secondary and will be used as "tie-breakers" among technically
qualified firms. a. Demonstrated specialized experience and technical
competence in: (1) Preparation of cost estimates, plans and
specifications for repair and rehabilitation of buildings and
supporting infrastructure, including, architectural, structural,
mechanical, electrical, fire protection, and security systems, in
addition to parking lots, roadways and other similar work. (2)
Familiarity with USAF and Cannon AFB design criteria. (3) Experience
with simplified design methods is advantageous. (4) The ability to
accomplish construction cost estimates utilizing M-CACES Gold or
Composer Plus software. (5) The ability to deliver final drawings in
AutoCAD version 14 usable format, and narratives compatible with Office
2000 Word format. (6) Implementation of a Design Quality Management
Plan. b. Qualified professional personnel in the following disciplines:
Firms must be able to provide registered professionals either in-house
or by subcontract for Architecture, Structural Engineering, Mechanical
Engineering, Electrical Engineering, and Civil Engineering. The firm
must also be able to provide expertise in project management and cost
estimating. It will be advantageous for the Project Manager to have
experience managing Air Force building repair and rehabilitation
projects. Each of the disciplines must have repair and rehabilitation
design experience. The firm must be able to provide a cost estimator
with M-CACES Gold experience. c. The firm's knowledge of the locality
of Cannon Air Force Base. d. Past performance on DOD and other
contracts in terms of cost control, quality of work, and compliance
with performance schedules. e. The firm must demonstrate the capacity
to accomplish small projects in short notice. f. Location of the firm's
office to perform the work with respect to Cannon Air Force Base near
Clovis, NM, is advantageous provided there are a sufficient number of
qualified firms in the area. g. Volume of DOD contract awards in the
last 12 months as described in Note 24. SUBMISSION REQUIREMENTS:
Interested firms having the capabilities to perform this work must
submit one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92
edition) for the prime firm and all consultants to the above address
not later than the close of business on the 15th day after the date of
this announcement. If the 15th day is a Saturday, Sunday or Federal
Holiday, the deadline is the close of business the next business day.
Solicitation packages are not provided. The solicitation number is
DACA47-00-R- 0013. Only data furnished by the responding firm on the SF
254 and SF 255 will be considered in the selection process. Personnel
qualifications of all key consultants are to be included in block 7 of
the SF 255. Responding firms are requested to clearly identify at what
office locations the in-house tasks and subcontracted tasks are to be
performed. The SF 255 should specifically address the requirements of
this announcement. Responding firms are requested to summarize their
Quality Management Plan and identify all relevant computer capabilities
in block 10 of the SF 255. FIRMS SHALL LIMIT BLOCK 10 OF THE SF 255 TO
