plans to issue a Request for Offer (RFO), on a sole-source basis to
International Development and Energy Associates (IDEA). This
procurement will extend the period of performance under Contract
NAS5-31729 for an additional 4-months beyond the current end date of
the contract (7/30/00). This extension is required to meet critical
milestones while a competition is conducted for the follow-on effort.
Under Contract NAS5-31729, the contractor provides support to the
Radiometric Calibration facility, Cassini, Total Ozone Mapping
Spectrometer (TOMS), LIDARS, Subsonic Assessment (SASS), and other
related projects in the Laboratory for Atmospheres. This support
includes, but is not limited to, Radiometric laboratory testing;
spacecraft command; power and data interface design and development;
hardware and software development; system testing; flight support
analysis; system engineering and technical support. During this
extension period, the contractor shall complete the following critical
milestones: 1) maintain continuity of the Radiometric Calibration
facility used for the test and integration of Shuttle payload scheduled
for calibration in September 2000; 2)continue mass spectrometer
development scheduled for test in November 2000; and 3) deliver TOMS
FM-5 engineering models to launch site in November 2000. IDEA (the
current source of the required services) is the only responsible source
with the specialized knowledge and experience required to perform the
above requirements and meet the critical milestones. IDEA possesses
unique knowledge and experience in the following areas: radiometric
laboratory testing; spacecraft command; power and data interface design
and development for planetary probes; hardware and software
development; system testing; integration for upcoming Shuttle flight;
system engineering; aircraft flight deployment; and technical and
logistical support. No other known source can meet the above critical
milestones. Award to any other source would result in unacceptable
delays in thefulfillment of NASA Goddard's requirements. The statutory
authority for this sole-source procurement is 10 U.S.C. 2304(c)(1) --
Only One Responsible Source. However, companies who believe they can
provide these services without any detrimental impact to the program
schedules supported by this work, should fully identify their interest
and capabilities within 15 days after publication of this synopsis.
Such capabilities/qualifications will be evaluated solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. A determination by the Government not to compete
this proposed effort on a full and open competition basis, based upon
responses to this notice is solely within the discretion of the
government. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. An Ombudsman has been appointed. See
Internet Note "B". All qualified responsible sources may submit an
