Karoleen.A.Montgomery@usace.army.mil. The U.S. Army Corps of Engineers,
Walla Walla District, has a competitive requirement for all labor,
material, equipment and plant to fabricate and install new perforated
plates on the extended length submerged bar screens (ESBS) at Lower
Granite and Little Goose Dams, Snake River, Washington. All
installation work at the project sites will be performed in the dry,
with no underwater diving work required. Perforated plates vary in size
from approximately 4 feet by 5 feet to 1 foot by 5 feet in outside
dimension. Plates are -inch thick stainless steel with 1-inch diameter
holes placed in a specific pattern. Holes have tapered sides. Hole
diameter is 1-inch on one face of the plate and approximately
1-1/4-inch on the opposite face of the plate. Steel angles and backing
bars are welded to the plates to add stiffness and allow bolting of
the plates to the ESBS structure. There are 29 perforated plates on
each ESBS and 35 ESBSs at both dams. A total of 1015 perforated plates
are required. All perforated plates, angles, and backing bars will be
stainless steel. The existing perforated plates on the ESBSs must be
removed before new plates are installed. Approximately 11,700 stainless
steel cap screws, 7/8 9 UNC 2A x 2-1/2-inch long, are required to
attach perforated plates to ESBSs. Miscellaneous stainless steel and
carbon steel fabricated items and stainless steel cap screws will also
be required. Contract completion will be approximately 200 calendar
days after award. Transportation costs f.o.b. destination. PROCUREMENT
UNRESTRICTED. Size standard for identification of small business
concerns under Standard Industrial Classification Code 3443, is that
the average employment, based on the number of persons employed on a
full-time-, part-time, temporary, or other basis during each of the pay
periods of the preceding 12 months, shall not exceed 500 employees. If
a large business is selected for this procurement, it must comply with
FAR 52.219-9 regarding the requirement for a subcontracting plan on the
portion of the work it intends to subcontract. The subcontracting GOALS
are: a minimum of 61.2 percent of the Contractor's intended subcontract
amount be placed with small businesses (SB), including 9.1 percent with
small disadvantaged businesses (SDB). A minimum of 5 percent of the
intended subcontract amount shall be placed with woman-owned small
businesses (WOSB). It has NOT been determined whether bonding will be
required. This is not a request for bids, but notice that our intention
is to issue a solicitation for this requirement. All responsible
sources may submit an offer, which will be considered by this agency.
