This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program outlined in FAR 13.6 as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Prime Recognition, San Carlos, CA is the developer and only known source who can provide the proprietary software and upgrades to existing software licenses. At this time the PTO is procuring 2 new PrimeOCR licenses as well as upgrading 3 existing PrimeOCR licenses to include PDF Image and OCR-L6 as well as 12 months of maintenance for these products. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference requisition number 194P0050295. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-17, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed price purchase order will be awarded utilizing simplified acquisition procedures. The software and upgrades will be delivered within 30 days to the Patent and Trademark Office, FOB destination. The maintenance of the software products procured herein will be effective for a twelve month period upon acceptance of the delivered software.
