The Naval Undersea Warfare Center Division, Newport intends to issue a competitive Firm Fixed Price (FFP) contract for the fabrication of three (3) Integrated ESM Mast (IEM) Pressure Resistant Multifunction Cables for the USS Virginia Class submarine. The contractor shall fabricate, test and document the cable in accordance with drawing G559190. The contract shall require a First Article Test (FAT) and all Environmental Qualifications as set forth in the drawing package. Delivery of the cables shall be destination Newport, RI six months after contract award. Award will be made to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government. The two evaluation factors shall be Price and Past Performance in descending order of importance. Price is significantly more important than Past Performance. Although Past Performance is the less important evaluation factor, it is important and will be seriously considered. The degree of its importance will increase with the degree of equality of the proposals in relation to Price. Our department no longer issues solicitations or amendments in paper form.
